25.025- TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE

25.026 – TO APPROVE THE MINUTES OF THE MEETING HELD ON 13 JANUARY 2025
The minutes of the meeting held on 13 January, having been circulated and read, were accepted and signed.
25.027 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Hook reported that: –
• A Ward Committee meeting has been arranged for 24 March at the Poppleton Centre at 6.00pm
• The City Council will be setting the budget for 2025-26 on 27 February.
25.028 – PUBLIC PARTICIPATION
• Matt Hanson talked about traffic problems in Poppleton and gave a handout to the Councillors.
• Peter Hallam talked about problems with trees in Blairgowrie and problems with the track on Chantry Green.
25.029 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the January Parish Council meeting as listed below: –

Ref: 25/00121/FUL – Single-storey side extension, enlarged dormer to side, installation of 3no. rooflights and removal of front boundary wall at 44 Dikelands Lane, YO26 6JF.
No objections
Ref: 25/00129/FUL – Single-storey rear, front and side extensions and pitched roofs to front/side elevations following demolition of existing conservatory and rear projection at 16 Nether Way, YO26 6JQ.
No objections
Ref: 25/00149/FUL – Two-storey side and rear extension, single-storey front extension, and alterations to external materials to use timber cladding and render at 28 Pear Tree Avenue, YO26 6HH.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 24/02265/FUL – First floor front extension, two storey rear extensions and single-storey side/rear extension at Lyndhurst Hodgson Lane, YO26 6DY.
• Ref: 24/02281/TCA – Fell 1no. Conifer (rear garden) – tree in a conservation area at 2 Holly Bank Hodgson Lane, YO26 6DZ.

(a) To receive a financial statement
The Clerk had emailed Councillors a detailed report showing the actual income and expenditure for the year for the period to 10 February 2025.

It was agreed to re-appoint Mrs Cariss as the internal auditor.
(e) To review the Parish Council’s Financial Regulations
It was agreed to defer the review for the time being.
25.031 – TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS, ALLOTMENTS AND GUILD HUT
(a) Trees/Biodiversity – including consideration of the tree policy for the Greens
i. The Clerk is to refer notifications of any work to trees which haven’t previously been subject to a planning application to the City Council. (Action Clerk)
ii. The Clerk is to ask the City Council for clarification of the rules for neglected trees. (Action Clerk)
(b) Events
A Greens usage application by the Poppleton Children’s Sports Day Committee to hold the event on 26 May 2025 was approved.
(c) Maintenance including: –
i. Replacing the pump at the corner of Lime Garth
The Clerk reported that we are waiting to hear if the York Civic Trust will give the Parish Council a grant.
ii. Refurbishing the benches/seats
It was noted that the recent weather has not been conducive to having the five benches refurbished.
iii. A barrier to prevent vehicles encroaching on the grass at the corner of the track in Chantry Green
The Chairman informed the Councillors that the Clerk and he had met a contactor about installing a barrier and that a quotation for the work had been received which all Councillors agreed was too high.
Other alternatives are to be investigated. (Action Councillor Lawrence and Clerk)
iv. The removal of the redundant pipe by the bus shelter on The Green
Councillor Clark reported that he had used an endoscope camera to look through the hole in the pipe and ascertained that there was nothing above or below. It was agreed that prices be obtained for cutting the top section away from the plinth and another for removing the whole structure. (Action Councillor Clark)
v. Resurfacing the Lord Collingwood car park
It was noted that Councillor Clark produced a specification for the work and is to provide details of suitable contractors. (Action Councillor Clark and Clerk)
(d) Allotment – to agree to increase rents by 2.7% per the RPI of September 2024
It was agreed that the allotment rents be increased by 2.7% from 1 April 2025. Allotments holders are to be informed of this. (Action Clerk)
(e) Guild Hut
No news on this subject.
25.032 – TO CONSIDER MATTERS RELATING TO TRAFFIC, HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS
(a) Reports on vandalism
None.
(b) Traffic issues in Station Road
Following discussion the following points were agreed.
i. Councillors Robson and Johnson are to meet with Matt Hanson to discuss traffic issues in the village.
ii. The Clerk is to write to Northern Rail pointing out that the introduction of the daily £2 charge has led to the station car park being underused whilst there are many cars being parked in Station Road. (Action Clerk)
iii. The police are to be asked to locate the radar van in Hodgson Lane and Long Ridge Lane to deter drivers from speeding through the village. (Action Clerk)
(c) To receive other reports

(d) Report on Decision Session – Executive Member for Transport, Monday, 20 January 2025 concerning Black Dyke Lane
It was reported that the City Council has agreed for speed restrictions in Black Dyke Lane. From the A59 to the current 30mph sign the speed limit will be lowered from the national speed limit to 40mph. From the current 30mph sign up to Station Road the speed limit will be reduced to 20mph. The appropriate signage will be installed.
25.033 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. Councillor Lawrence attended a planning webinar on 14 January. It was agreed that Councillors Clark and Tomlinson could attend a YLCA Zoom meeting on Planning Enforcement and Appeals on 12 February at a cost of £52.60.
25.034 TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
An email was sent to CYC officials and three councillors on 28th January which set out the two possibilities to organise grouping the two parish councils. A reply is awaited.
A meeting was held with Luke Charters MP on 8th February which was attended by Councillor Lawrence and Councillor Jones from Nether Poppleton.
Mr Charters was positive in his support of grouping and committed to write to CYC within two weeks for an explanation regarding the delay.
25.035 – TO DISCUSS THE ‘PROPOSAL’ BY A THINK TANK FOR A NEW TOWN NEAR POPPLETON
In the meeting with Mr Charters the question of the ‘10,000 home new town near Poppleton’ was also discussed.
On the subject of the ‘new town’ possibility Mr. Charters was quite negative. He has not been involved in any of the discussions and believes that existing and smaller developments, which have already been prepared, should be considered first.
25.036 – TO RECEIVE COMMITTEES’ REPRESENTATIVES’ REPORTS
(a) Biodiversity Working Group
Councillor Hall reported that he had written an article for the next edition of Centrepiece which has been included as part of the Chairman’s article.
(b) Listed Buildings Working Group
No report.
(c) Poppleton Children’s Sports Day
Councillor Robson reported that the AGM is being held on 11 February. He hopes that new members can be recruited to the Committee for without new committee members there may be no event next year.
(d) Poppleton Community Trust
No report.
(e) VE-Day Celebrations – 8th May 2025
Councillor Lawrence reported on the arrangements being made for the VE-Day celebrations.
(f) Village Show
Councillor Johnson reported that everything is sorted for the Village Show.
(g) YLCA York Branch
No report.
(h) Youth Club
Councillor Hook reported that the Club’s AGM is being held on 13 February.

25.037 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk said that he had not received a schedule of incidents reported to the police in January.
25.038 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) Repainting the white lines on the Green (Min. 24.226d)
The Clerk reported having had no response to either of his two emails to the City Council. The Clerk was asked to write to CYC again. (Action Clerk)
(b) Recent discussions with the Haxby Group management regarding the invitation to a forthcoming Parish Council meeting to follow up the meeting held in April 2024
Following a long discussion, it was agreed that, if the Haxby Group agreed to a public meeting, it should be in the same format as the two previous meetings. (Action Clerk)
