MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, MAIN STREET, UPPER POPPLETON AT 7.00 PM ON MONDAY 11 NOVEMBER 2024

A representative from the Hope Centre gave a three-minute video presentation of the reasoning behind the development of Redemption House (the old Luigi’s Restaurant site in Northfield Lane). Following the presentation Councillors asked a number of questions.

24.217 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

24.218 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Councillor Richard Robson.

24.219- TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillor Robson’s reason for absence were approved.

24.220 – TO APPROVE THE MINUTES OF THE MEETING HELD ON 14 OCTOBER 2024
The minutes of the meeting held on 14 October, having been circulated and read, were accepted and signed.

24.221 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Hook reported that she had been told that the plans for Black Dyke Lane would take up half the City Council’s road safety budget for the year which is difficult to believe so she will ask for a breakdown.

24.222 – PUBLIC PARTICIPATION
A resident from Long Ridge Lane addressed the Councillors on the problem with traffic in the lane. His research shows that much of the traffic is being diverted from the A59 through the village by vehicles satnavs.
Peter Hallam reported that the tree planted in the corner in Chantry Green was a white beam and not the species that had been agreed. He said that the tree would grow up to 20 metres tall and this would interfere with the telephone wires.

24.223 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the October Parish Council meeting as listed below: –

No objections

Ref: 24/01751/ERC – Change of use from Commercial, Business and Service (use class E) to 1no. dwellinghouse (use class C3) under The Town and Country Planning (General Permitted Development) Order 2015 (as amended) – Schedule 2, Part 3, Class MA at Poppleton Lakes, Boroughbridge Road, YO26 8JU.
No objections

Ref: 24/01877/FUL – Variation of condition 2 of permitted application 24/01102/FUL to reduce the footprint of proposed rear extension at 1 Ebor Way, YO26 6HJ.
No objections

Ref: 24/01911/TCA – Fell 6no. Holm Oaks, 1no. Ash, 1no. Lime, 2no. Conifers and 2no. Maples and pollard 1no. Lilac, 1no. Plum, 2no. Apples and 1no. Pear – trees in a conservation area at York House, Hodgson Lane, YO26 6EA
The Parish Council objects to the planning application but doesn’t feel that it has the necessary expertise to make detailed comments or recommendations. The decision was that the consideration of the planning application should be left in the hands of a City Council’s arboriculturalist.

Ref: 24/01914/TCA – Fell 1no. Silver Birch – tree in a conservation area at 44 Long Ridge Lane, YO26 6HA.
No objections to the planning application to fell the silver birch but request that it is replaced with a native species tree.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 24/00057/FUL – Two-storey side extension following demolition of garage at 31 Pear Tree Avenue, YO26 6HH.

• Ref: 24/01449/FUL – Creation of gable roof to include a front and rear dormer, single-storey rear extension and increase in overall roof height – resubmission of 20/01920/FUL at 25 Dikelands Lane, YO26 6JB.

24.224 – FINANCE
(a) To receive a financial statement
The Clerk had emailed Councillors a detailed report showing the actual income and expenditure for the year for the period to 11 November 2024.

It was agreed to defer the review for the time being.

(e) To confirm the Clerk’s pay increase backdated to 1 April 2024
The increase in salary was confirmed.

24.225 – TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS, ALLOTMENTS AND GUILD HUT
(a) Trees/Biodiversity – including consideration of the tree policy for the Greens
See comments at 24.230a below.

(b) Events
None.

(c) Maintenance including: –
i. Replacing the pump at the corner of Lime Garth
It was agreed that quotations be obtained for building a concrete base for the pump and that the York Civic Trust be asked if they would be prepared to give a grant towards the cost of the project. (Action Clerk)

ii. Improving the aesthetics of the hedge in front of the Lord Collingwood car park
The Clerk reported that he had emailed Phil Baron to ask if he would be prepared to suggest improvements to the hedge and provide a quotation for the cost.

iii. Refurbishing the benches/seats
The Councillors agreed to accept a quotation from Jason Brant for refurbishing four of the Parish Council’s seats. (Action Clerk)

iv. To discuss replacing the white beam on the bend in Chantry Green
Following Peter Hallam’s address, the Councillors agreed that the whitebeam should stay but that it should be written into the Parish Council’s tree policy that the height of the tree should be maintained at a height not exceeding eight metres.

(d) Allotments
The Clerk reported that a resident of Nether Poppleton had asked to be added to the allotment waiting list. Historically, the list has been reserved for Upper Poppleton residents. The Councillors agreed that the Nether resident’s name could be added to the list.

(e) Guild Hut including renewing the contract for the electricity supply
The Clerk reported that, although the existing three-year agreement for the electricity supply to the Guild hut did not expire until July 2025, the Parish Council had been offered a particularly good extension to the contract. The Councillors agreed to accept this and authorised the Clerk to sign the contract. (Action Clerk)

24.226 – TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS
(a) Reports on vandalism
None.

(b) Traffic issues in Long Ridge Lane
It was resolved that the City Council be asked to look at the problem of the amount and speed of traffic in Long Ridge Lane and come up with a solution. (Action Clerk)

(c) To consider repainting the pump near the A59 end of Station Road
It was reported that the pump needed to be repainted and it was agreed that quotations for the work should be obtained. (Action Clerk)

(d) To receive other reports
It was reported that the white line road markings in the Green have faded. The Clerk is to ask the City Council to arranged for the lines to be repainted. (Action Clerk)

24.227 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

24.228 TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
Councillor Lawrence informed the meeting that the YLCA have been advised by the legal department at NALC that a Schedule 11 order is a legally correct way to proceed with the grouping. YLCA has also offered to assist with the wording of the next document to be sent to CYC. This offer has been accepted.

24.229 – TO RECEIVE A REPORT ON THE REMEMBRANCE DAY SERVICE
It was noted that the road closure worked perfectly. The speaker system worked well and, for the first time for some years, there were no complaints.
There was a discussion on the order of the service and the need to start the two-minutes silence at exactly 11.00am. It was agreed that the service should commence with The Last Post followed by the two-minute silence, Reveille and then the Remembrance Day Service. Councillor Johnson agreed to produce a leaflet which reflected these changes. (Action Councillor Johnson)

24.230 – TO RECEIVE COMMITTEES’ REPRESENTATIVES’ REPORTS
(a) Biodiversity Working Group
Councillor Tomlinson reported that the joint Upper and Nether Poppleton biodiversity group had met. The upcoming Centrepiece article was discussed and some initial ideas were explored.

(b) Listed Buildings Working Group
No report.

(c) Poppleton Children’s Sports Day
No report.

(d) Poppleton Community Trust
No report

(e) VE-Day Celebrations – 8th May 2025
The working group is meeting on 13 November to make plans.

(f) Village Show
No report.

(g) YLCA York Branch
It was noted that the YLCA is asking Parish Councils to support the idea of allowing remote meetings. The Councillors agreed that they had insufficient information to be able to make a decision on this subject.

(h) Youth Club
It was reported that 21 youths, mainly from Year 6, had attended the Club last Friday.

(i) Any other meeting
None.

24.231 – TO RECEIVE A REPORT ON VILLAGE POLICING
Prior to the meeting the Clerk had forwarded a copy of the incidents reported to the police for October. The report was noted.

24.232 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) The removal of the Lord Collingwood A-Board (Min. 24.111c)
It was noted that there is now just one A-board but there is a separate advertising sign. It was agreed that the Lord Collingwood licensee be asked to display only one advertising sign. (Action Clerk)

(b) The recruitment of a handyman (Min. 24.111d)
It was agreed that one of the two handymen who put their names forward should be asked to refurbish four seats.

(c) The purchase of daffodil bulbs (Min. 24.204c(iv))
The Clerk reported that the daffodil bulbs had been received. It was agreed that a working party plant the bulbs around the trees in Chantry Green and this was arranged for 2.00pm on Friday 15 November.

24.235 – TO CONSIDER MINOR MATTERS
(a) It was agreed that Professor Mike Holmes be asked if he wished to attend the February or March meetings to give a presentation and answer questions as he has in the last two years. (Action Clerk)

(b) The Clerk reported that HSBC has written to say that the bank mandate that they received should have been completed on a different form. The four signatories are to complete a new mandate.

24.236 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
(a) A barrier to prevent vehicles encroaching on the grass at the corner of the track in Chantry Green

(b) The removal of the redundant pipe by the bus shelter on The Green

24.237 – TO AGREE THE DATE OF NEXT MEETING
It was agreed that the next meeting be held on Monday 13th January 2025.
