MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, MAIN STREET, UPPER POPPLETON AT 7.30 PM ON MONDAY 13 MAY 2024

In Chairman Neil Lawrence’s absence, the Vice-Chairman, David Johnson, chaired the meeting from the beginning.

ANNUAL MEETING AGENDA

24.087 – TO ELECT A CHAIRMAN FOR THE YEAR
The Councillor agreed to re-appoint Councillor Lawrence as Chairman. Councillor Hall asked for it to be minuted that he had abstained from the vote.

24.088 – TO RECEIVE THE CHAIRMAN’S DECLARATION OF OFFICE
It was agreed that Councillor Lawrence sign his Declaration of Office at a later date.

24.089 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence were received from Councillors Ian Clark, Neil Lawrence and Sheri Scruton,

24.090 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
The reasons for absence for Councillors Clark, Lawrence and Scruton were approved.

24.092 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS

24.093 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING

24.094- TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE

24.095 – TO APPROVE THE MINUTES OF THE MEETING HELD ON 8 APRIL 2024
The minutes of the meeting held on 8 April, having been circulated and read, were accepted and signed.

24.096 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Anne Hook reported that
• The road markings outside the school have been repainted.
• The City Council is investigating the installation of yellow lines at the Dikelands Lane junction with Main Street.

24.097 – PUBLIC PARTICIPATION
A member of the public said that yellow lines are only effective if they are policed.

24.098 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the April Parish Council meeting as listed below: –
Details of Planning Application – Comments
Ref: 24/00526/FUL – Two-storey side extension with single-storey front projection, front porch canopy extension, and single storey rear extension at 155 Long Ridge Lane, YO26 6HA.
No objections but the Parish Council would like the City Council to take note of the York Civic Trust’s comments.

Ref: 24/00672/FUL – Raising of roofline to create additional storey with 4no. dormers and render to all elevations at Mill Race Bungalow, Main Street, YO26 6JX
No objections

Ref: 24/00754/TPO – Fell 1no. Holly protected by Tree Preservation Order CYC 31 and 1no. Holm Oak (Tree in a Conservation Area) at York House, Hodgson Lane, YO26 6EA.
No objections but the Parish Council would like to see the felled oak replaced.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 24/00243/TCA – Re-pollard Beech tree (up to 2m crown reduction) – tree in a conservation area at 2 Beech Grove, YO26 6DS.
• Ref: 24/00245/FUL – Insertion of 2no. windows to ground floor at York House, Hodgson Lane, YO26 6EA
• Ref: 24/00338/TCA – Fell 3no. trees and re-pollard 1no. Willow in rear garden – trees in a conservation area at Lyndhurst, Hodgson Lane, YO26 6DY.
• Ref: 24/00408/FUL – Single-storey rear extension at 19 The Green, YO26 6DF.

24.099 – FINANCE
(a) To receive a financial statement
The Clerk had emailed Councillors a detailed report showing the actual income and expenditure for the year for the period to 13 May 2024. The report reflected the receipts and payments below.

24.100 – TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS, ALLOTMENTS AND GUILD HUT
(a) Trees
The Clerk reported that the City Council has agreed to the work scheduled in the tree survey.

(b) Events
No new events were reported.

(c) Maintenance including: –
i. Replacing the pump at the corner of Lime Garth
The Clerk reported having asked the York Civic Trust for a grant and that the Trust had suggested a better way of replacing the pump casing which would help prevent the wood rotting in the future. The Clerk is to ask the Trust for more details and get a revised quotation for the work. (Action Clerk)

ii. Biodiversity and how the Parish Council should be involved
It was agreed to create a working group of Councillors Hall, Robson and Tomlinson to consider the question of the Parish Council’s involvement in “biodiversity”.

iii. Future plans for Chantry Green
In the absence of Councillor Scruton, it was agreed to defer discussion on this subject.

iv. A request from Northern Powergrid for permission to lay a cable in the pavement in front of Model Farm
This subject had been omitted from the agenda. The Councillors agreed that the subject should be on the agenda for the June meeting so that consideration can be given to the request.

v. Damage to the “Selby seat”
Councillor Johnson reported that three of the laths in the back of the seat outside the Methodist Church had come loose. The Clerk, in consultation with the chairman, was authorised to commission the repair. (Action Clerk)

(d) Allotments
The Clerk reported that all the rents in the Main Street allotments have now been paid. There is still a vacant plot in the Beech Grove allotments.

(e) Guild Hut
No news on this subject.

24.101 – TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS
(a) To consider reports on vandalism
No reports.

(b) Relocation of the Dikelands Lane notice board on the Library railings
The Clerk reported that the notice board is to be relocated in the near future.

(c) The City’s proposed 40mph limit on the A59, Hodgson Lane and Black Dike Lane
The Councillors discussed the City Council’s proposal to extend the 40mph limit on the A59 from Northfield Lane to the Red Lion. At the same time there would be a 40mph speed limit imposed on Hodgson Lane and Black Dike Lane. The Councillors would have preferred a lower speed limit on the two lanes but reluctantly accepted the fact that if the proposal were defeated then the existing 60mph limit in the lanes would stay.

(d) To receive other reports
None.

24.102 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

Councillor Johnson reported that the potato tubers and carrot seeds had been distributed to the participants in this year’s contests.

24.105 – TO RECEIVE A REPORT ON VILLAGE POLICING
Prior to the meeting the Clerk had forwarded the incidents reported to the police for March and April. The reports were noted.

24.106 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) Drawing up of a tree policy for the Greens (Min. 24.081a)
It was noted that a copy of the proposed tree policy had been sent to the Councillors. In the absence of Councillor Scruton, it was agreed that discussion on this subject should deferred.

(b) The easement for vehicular access to Lyndhurst, Hodgson Lane (Min. 24.081b)
No news on this subject.

(c) The mole problem on Chantry Green (Min. 24.081c)
No news on this subject.

(d) Flooding in the White Horse car park (Min. 24.081d)
It was agreed that the subject of flooding, having been reported to the City Council, should be removed from future agendas.

(e) Collingwood car park entrance repairs (Min. 24.074ci)
It was noted that the entrance has been repaired.
