MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.15PM ON MONDAY, 17 MARCH 2025
PRESENT
Cllr. S P Barry (Chairman), Cllrs. G R M Bates, R A Harper, J A Hook, E M Jones and C J Lamb. Also present were one member of the public and the Clerk, Mr B J W Mackman.

AGENDA
25/066 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

25/067 – PUBLIC PARTICIPATION
None.

25/068 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence were received from Cllr. A G Walker.

25/069 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllr. Walker’s apologies were accepted.

25/070 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 17 FEBRUARY 2025
The minutes of the Parish Council meeting held on 17 February 2025, having been circulated prior to the meeting, were approved and signed.

25/071 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Councillor Hook reported that: –
• The City Council has passed the budget for 2025-26. Council tax is being increased by 5%
• The Local Plan has finally been passed
• There is a Ward Committee meeting at the Poppleton Centre on Monday 24 March starting at 6.00pm
• The Great British Spring Clean 21 March to 6 April. She has some litter picking equipment which can be used during the campaign

25/072 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
The location of the proposed donated seat (Min. 25/044a) – (September 2024)
The Clerk reported that he had asked the Millennium Green secretary if a seat could be located in the Millennium Green. The request is being put to the Committee this week.

25/073– FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 17 March 2025. The report reflected the receipts and payments below. The bank balances on 17 March were: –

(b) To note accounts for payment (net of VAT);

(c) To receive a report on income received
Main Street households Common Land rent £12.50
HSBC Bank interest £36.62

The Clerk reported that he had not yet received a statement from National Savings showing the interest received over the last year. He also said that the current rate of interest on the NSI Savings account is 1% whereas the Parish Council’s HSBC Business Money Manager account is paying 1.68%. It was agreed that the NSI account should be closed and the balance transferred to the Money Manager account. (Action Clerk)

25/074 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
No news on this subject.

(b) The management of Warren Lea
No news on this subject.

(c) The management of the Common Land including
i. The rectification of the damage to the riverbank next to Saxe Dane Lodge
It was agreed that no action be taken on this subject and that it be removed from future agendas.

ii. Fencing the riverbank to prevent persons from causing damage
Now that the weather has improved the Clerk is to meet with contractors who will be asked to submit tenders for the work. The fence is to have a sign which says “Private Land. Keep Out”. (Action Clerk)

iii. Installation of signage to make the public aware of bank erosion
It was agreed that a post be erected close to the entrance to the riverbank are by the side of Saxe Dame Lodge. The post is to have a sign which says “Poppleton Parish Council. No fishing beyond this point”. (Action Clerk)

iv. What to do about the broken wooden bridge over the beck in front of Mill Wray
It was agreed that the broken bridge served no useful purpose and that it should be removed. The Clerk, in consultation with the Chairman, was authorised to approve the cost of the removal.

(d) Allerton Drive garden
It was noted that the daffodils have flourished.

(e) The Moat Fields
No news on this subject.

(f) The Cartsheds
No report.

(g) The Wildlife Area
No report.

25/075 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

25/076- TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
It was noted that the back roads in the village have been damaged by Yorkshire Green vehicles being used for the installation of pylons. It was also noted that the City Council has the problem in hand.

25/077- TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
It was reported that our local MP, Luke Charters, had written to the City Council advising them of his support for combining Upper Poppleton and Nether Poppleton Parish Council.

25/078– TO RECEIVE REPORTS ON/FROM
(a) Joint Biodiversity Working Group
Cllr. Bates reported on a meeting with representatives from Upper Poppleton Parish Council. Another meeting is being held on 27 March.

(b) Poppleton Community Trust
No report.

(c) Trees Working Group
No report.

(d) VE Day celebration Group
Cllr. Barry reported on the arrangements being made for the VE-Day celebrations.

(e) Village policing
The Clerk said that he had not received a schedule of incidents reported to the police in February. He is hoping that the volunteer who processes the monthly figures will be back from her two-month cruise soon and he will ask if figures for January and February can be made available. (Action Clerk)

(f) YLCA York Branch
No report.

(g) Youth Club
Councillor Hook reported that the recent meeting was well attended by young people.

(h) Any other meeting
None.

The Clerk was instructed to write to the City Council about hedges growing over the pavement at three addresses in the village. (Action Clerk)

25/082 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
None.

25/083 – TO AGREE THE DATE OF NEXT MEETING
The third Monday in April is Easter Monday so a different date had to be chosen. It was agreed that the next meeting would be held on Wednesday 16th April.

There being no other business the meeting was formally closed at 8.47pm.
