MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, MAIN STREET, UPPER POPPLETON AT 7.00 PM ON MONDAY 14 OCTOBER 2024

To receive a presentation from the organisers of the Poppleton Youth Club
Jerry Holland, chairman of the Poppleton Youth Action Group, reported on the current attendances of the Youth Club and that he was concerned that the Club would have to close if attendances didn’t increase.

24.195 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

24.196 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Councillor Alan Catterick.

24.197- TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillor Catterick’s reason for absence were approved.

24.198 – TO APPROVE THE MINUTES OF THE MEETING HELD ON 9 SEPTEMBER 2024
The minutes of the meeting held on 9 September, having been circulated and read, were accepted and signed.

24.199 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Hook reported that following complaints on the Poppleton Parents Facebook page about children being told to get off the bus at the Lord Nelson or else pay another fare, the relevant CYC officer was contacted and he spoke to First Bus.
Drivers should be told that a single fare lasts through the Poppleton loop.
First also said that they are looking to extend the service of the last bus until the end of the Poppleton loop. It is hoped that this might happen with the next timetable change.

24.201 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the September Parish Council meeting as listed below: –

Ref: 24/01728/TCA – Fell 1no. (dead) Hawthorn and 1no. Laburnum – tree in a conservation area at Green Croft, Station Road, YO26 6DA.
No objections but require that the two felled trees are replaced with native species.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 20/01460/FUL – Installation of extraction flue and two wall hung air conditioning compressors to rear (retrospective) at the Lord Collingwood, The Green.
• Ref: 24/01266/TPO – Crown reduce 1no. Oak by approximately 2m from the top and 2.5m from the sides – tree protected by Tree Preservation Order 1/1970 at 5 Bankside Close, YO26 6LH.
• Ref: 24/01299/TPO – Crown reduce 1no. Sycamore in rear garden by approx. 2.5m from the top and 2m from the sides – tree protected by TPO 1/1970 at 3 Bankside Close, YO26 6LH.
• Ref: 24/01369/FUL – Single storey side and rear extensions at 44 Station Road, YO26 6PY.
• Ref: 24/01445/FUL – Raising of roofline to create 1no additional storey with dormers to front and rear roofslopes (resubmission) at Mill Race Bungalow Main Street, YO26 6JX

It was noted that the Local Planning Authority had refused the following application: –
• Ref: 24/00415/FUL – Erection of 1no. dwelling following demolition of existing agricultural barn at Agricultural Building East Of Mullingar Farm and north of Low Moor Lane, Hessay, York. Eastings 453164; Northings 453031.

24.202 – TO DISCUSS THE FUTURE OF POPPPLETON YOUTH CLUB
The Councillors noted Jerry Holland’s comments. It was acknowledged that few children are attending the Youth Club this term, that it is not economical and in risk of closure. The Councillors supported opening the Youth Club to Year 6 children.

24.203 – FINANCE
(a) To receive a financial statement
The Clerk had emailed Councillors a detailed report showing the actual income and expenditure for the year for the period to 14 October 2024.

This was agreed.

(e) To agree to release the £2,0000 provided in the 2024-25 budget for the Poppleton Youth Club
This was agreed.

(f) To review the Parish Council’s Financial Regs
It was agreed to defer the review for the time being.

24.204 – TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS, ALLOTMENTS AND GUILD HUT
(a) Trees/Biodiversity – including consideration of the tree policy for the Greens
i. It was agreed that with Nether Poppleton Councillors now having joined the Biodiversity Working Group it would be better to have a separate Greens Working Group for Upper Poppleton Councillors. The Greens Working Group will continue with the previous members. (Cllrs. Johnson, Scruton, Hall and Lawrence)

ii. It was agreed to take a full page in a future edition of Centrepiece for a report on Biodiversity.

(b) Events None.

(c) Maintenance including: –
i. Replacing the pump at the corner of Lime Garth
It was noted that the pump has now been moved to the Guild hut. It was agreed to obtain quotations for rebuilding the concrete base for the pump. (Action Clerk)

ii. Improving the aesthetics of the hedge in front of the Lord Collingwood car park
The Clerk reported that he yet to contact Phil Baron regarding the hedge and suggestions as to how to eradicate the weeds. (Action Clerk)

iii. Refurbishing the benches/seats
The Clerk is to ask the two newly identified handymen to quote for refurbishing some of the seats.

iv. Purchasing daffodil bulbs
It was agreed to buy 400 daffodil bulbs for planting around trees. (Action Clerk)

(d) Allotments

(e) Guild Hut
No news on this subject.

24.205 – TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS
(a) Reports on vandalism
None.
(b) To receive other reports

24.206 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

24.207 TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
Councillor Lawrence advised that no progress has been made due to the unhelpful and intransigent attitude of CYC officials.
The YLCA has been contacted for additional advice.

24.208 – TO CONSIDER PROBLEMS ASSOCIATED WITH THE ARRANGEMENTS FOR THE REMEMBRANCE SUNDAY SERVICE ON 10 NOVEMBER
The Clerk reported having had trouble in applying for the road closure for the Remembrance Day event but that the application had now been sent to the City Council.
Last year’s contractor, who organised the road closure signs in the village, has yet to respond to a request to conduct the work this year. (Action Clerk)

24.209 – TO RECEIVE COMMITTEES’ REPRESENTATIVES’ REPORTS
(a) Biodiversity Working Group
Councillor Hall reported that a first draft of a Biodiversity report for Centrepiece would be circulated to the Biodiversity Group for comment.

(b) Listed Buildings Working Group
The Listed Buildings Working Group has reported that the presentation at the various venues is being read and greatly appreciated by the public. So far only one email has been received with a further suggestion. The Working Group will collect the documents from the various venues in the coming weeks and contact the Civic Trust again with the City Council to progress the Local Listed properties, venues and sites.

(c) Poppleton Children’s Sports Day
No report.

(d) Poppleton Community Trust
Councillor Hall reported on the Trust meeting held on 19 September. Phase 1 of the proposed development is scheduled to start on 1 December 2024.

(e) VE-Day Celebrations – 8th May 2025
It was reported that the musicians have agreed to perform at the event.

(f) Village Show
It was reported that the Parish Council needs to apply for a raffle licence. (Action Clerk)

(g) YLCA York Branch

(h) Youth Club
No report other than what is minuted above.

24.210 – TO RECEIVE A REPORT ON VILLAGE POLICING
Prior to the meeting the Clerk had forwarded a copy of the incidents reported to the police for September. It was noted that there had been only one incident in Upper Poppleton that had been reported to the police.

24.211 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) The replacement of the “Vanstone” seat in front of the Methodist Chapel (Min. 24.189a)
It was noted that the new seat has now been installed.

(b) The replacement of the “Selby” seat in front of the Methodist Chapel (Min. 24.189b)
It was noted that the new seat has now been installed.

(c) The removal of the Lord Collingwood A-Board (Min. 24.160)
It was noted that there are still two A-boards on the Green in front of the Lord Collingwood. It was resolved that another letter be sent to the licensee asking for one of the A-boards to be removed. (Action Clerk)

(d) The recruitment of a handyman (Min. 24.180(b)iv)
The Clerk reported having had two local handymen say that they would be happy to carry out jobs on behalf of the Parish Council.
