MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.05 PM ON MONDAY, 16 SEPTEMBER 2024

24/241 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllr. Jones’ apologies were accepted.
24/242 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 19 AUGUST 2024
The minutes of the Parish Council meeting held on 19 August 2024, having been circulated prior to the meeting, were approved and signed.
24/243 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Councillor Hook reported that: –
• The City Council is looking to introduce a 20mph limit in residential areas.
• The adoption of York’s Local Plan is imminent.
24/244 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING: –
(a) The rectification of the damage to the riverbank next to Saxe Dane Lodge (Min. 24/190a) – (January 2024)
It was reported that since the August Parish Council meeting large steps have been dug out of the riverbank. It is anticipated that these will make the riverbank unsafe and cause it to be eroded during the next flood. It was agreed that a fence should be constructed to prevent access to the affected area. Cllr. Bates and the Clerk are to draw up a specification for the project and the work put out to tender. (Action Cllr. Bates and Clerk)
(b) Removing the mud from the footpath between Main Street and Riversvale Drive (Min. 24/190b) – (February 2024)
Cllr. Harper reported that the vegetation has been cut back but that there is still mud on the footpath. This has been raised with the City Council, as it own this land.
(c) Restoring sign by the Saxe Dane Lodge fence which shows the direction of the bridle path to Moor Monkton is lying down (Min. 24/190c) – (May 2024)
The Clerk reported that he had asked the City Council’s Public Rights of Way Department to remove the sign as it was a trip hazard.
(d) A request for a seat by the War Memorial facing the River Ouse. (Min. 24/190d) – (June 2024)
It was noted that the seat has not yet been delivered.

(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 16 September 2024. The report reflected the receipts and payments below. The bank balances on 16 September were: –

24/246 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
It was noted that the grass has been cut per contract.
(b) The management of Warren Lea
It was agreed that Cllr. Jones ask the Conservation Volunteers to quote for spreading the chippings along the path through the Lea. Cllrs. resolved to authorise the Clerk, in consultation with the Chairman, to commission the work. (Action Cllr. Jones and Clerk)
(c) The management of the Common Land
No news on this subject.
(d) Allerton Drive garden
It was reported that the boundary hedge has now been trimmed and the sycamores cut back.
(e) The Moat Fields
Cllr. Walker reported on work to the Moat Fields.
(f) The Cartsheds
The Clerk report that Mason Clark Associates have reported that they would give it one more year as they don’t think leaving the cracks as they are will lead to anything dramatic occurring.
(g) The Wildlife Area including to consider a request to place seat in front of the pond
The Councillors considered an offer of a seat to be placed in front of the pond in Church Lane. It was agreed that the two existing seats were sufficient for the site. It was suggested that a seat could be installed at the other side of the pond. The Clerk is to ask the would-be donor if this would be acceptable. (Action Clerk)
24/247 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
It was noted that the YLCA training session on planning enforcement on 16 September had been cancelled so Cllr. Harper was able to attend the Parish Council meeting.
24/248- TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
The Clerk reported that he had asked the City Council to replace the three signs and that one of the signs at the junction of Allerton Drive and Ebor Way had been replaced.
24/249 – TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
It was resolved that the Parish Council should pursue the grouping of the two Poppleton Parish Councils in the most expedient and cost-effective way. We will not wait for the City Council to carry out a Community Governance Review, as the timescales are lengthy and not guaranteed.
24/250 – BIODIVERSITY AND HOW THE PARISH COUNCIL SHOULD BE INVOLVED
It was noted that Upper Poppleton Parish Council has appointed a working group of councillors to discuss the subject of biodiversity. UPPC have asked NPPC if they would like to be part of an enlarged group. It was agreed that it would be beneficial if Cllrs. Bates, Harper and Walker were members of a joint biodiversity working group.

Prior to the meeting the Clerk had forwarded the incidents reported to the police for August. The report was noted.

(e) Youth Club
Cllr. Hook said that a three-man team from the Youth Club would be attending the Parish Council’s October meeting to enable the Cllrs. to discuss the future of the Club.

It was noted that the car on the verge in Millfield Lane has been removed.
It was reported that another car appears to have been abandoned. It is on the verge on the corner of Church Lane. It was agreed that this should be reported to the police. (Action Clerk)

It was agreed that the next meeting would be held at 7.30pm in the Poppleton Centre on Monday 21 October 2024.
