DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.15 PM ON MONDAY, 18 NOVEMBER 2024

24/294 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS

24/298 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 21 OCTOBER 2024
The minutes of the Parish Council meeting held on 21 October 2024, having been circulated prior to the meeting, were approved and signed.
24/299 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Councillor Hook reported that she had no news specific to Nether Poppleton.
24/300 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) Removing the mud from the footpath between Main Street and Riversvale Drive (Min. 24/272b) – (February 2024)
Cllr. Harper reported that he had been in contact with the City Council on this subject.
It was agreed that two quotations should be obtained for making the path good. (Action Clerk)
(b) A request for a seat by the War Memorial facing the River Ouse. (Min. 24/272d) – (June 2024)
The Clerk reported that the seat was currently located in his back yard waiting for it to be put in place by the War Memorial,
(c) Purchase of daffodil bulbs (Min. 24/275c) – (October 2024)
It was reported that 50 kilograms of daffodils had been delivered and that Cllr. Jones with assistance had planted them all in strategic places in the village.
(d) The Wildlife Area including to consider a request to place seat in front of the pond (Min. 24/275g)
The Clerk reported that he is waiting for a reply from the donor before ordering the seat.
(e) The installation of a “no cycling” sign at the Millfield Lane end of the pathway to Hillcrest Avenue (Min. 24/277)
It was noted that No Cycling signs have been installed at both ends of the pathway.
24/301– FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 18 November 2024. The report reflected the receipts and payments below. The bank balances on 18 November were: –

24/302 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
It was noted that the last grass cut of the season had been made.
(b) The management of Warren Lea
Cllr. Jones reported that the Conservation Volunteers will be restoring the path through the Lea in December.
(c) The management of the Common Land including the rectification of the damage to the riverbank next to Saxe Dane Lodge
i. Cllr. Bates reported having drawn up a specification for a fence to be erected and the name of two contractors who will be asked to quote for the work. Cllr. Bates and the Clerk will meet the contractors on site. (Action Cllr. Bates & Clerk)
ii. Cllrs Harper, Jones, Walker and the Clerk are to meet with the contractor to discuss planting trees and landscaping the area by the pumping station now that the installation of the work has been completed.
(d) Allerton Drive garden
Cllr. Jones reported that many daffodils had been planted in the garden.
(e) The Moat Fields
No report.
(f) The Cartsheds
No report.
(g) The Wildlife Area
Cllr. Jones reported that the Wildlife Group are planning to rewild the wildlife area but leave footpaths for access.
24/303 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.
24/304- TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
None.
24/305 – TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
No news to report on this subject.
24/306 – TO APPOINT A WORKING GROUP TO HELP ORGANISE THE 8 MAY 2025 VE DAY CELEBRATION
It was agreed that Cllrs. Barry and Bates be members of a joint party working group with councillors of Upper Poppleton.

(a) Joint Biodiversity Working Group
It was reported that an article on biodiversity has been written and will be published in the December edition of Centrepiece. A dedicated gmail address is included in the article so that people can email their views.
(b) Poppleton Community Trust
No report.
(c) Trees Working Group
Cllr. Harper reported that he has provided the City Council’s arboriculturalist with a map showing where trees could be planted and giving a “What3words” reference for each tree.
(d) Village policing
Prior to the meeting the Clerk had forwarded the incidents reported to the police for October. The report was noted.
(e) YLCA York Branch
No report.

Cllr. Hook reported that 21 youngsters had attended the Youth Club on 8 November and 22 on 15 November. These were mainly year 6 children. Assuming that this level of attendance is maintained the Youth Club will keep going.
