MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, MAIN STREET, UPPER POPPLETON AT 7.00 PM ON MONDAY 13 JANUARY 2025

Chairman Neil Lawrence read a short obituary for Stuart Robson who died on the 4th of January. Stuart had been a Parish Councillor for 18 years and chairman for the last nine. All those present stood for a minute’s silence.

25.001 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

25.002 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Councillors Alan Catterick and Sheri Scruton.

25.003- TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillors Catterick and Scruton’s reasons for absence were approved.

25.004 – TO APPROVE THE MINUTES OF THE MEETING HELD ON 11 NOVEMBER 2024
The minutes of the meeting held on 11 November, having been circulated and read, were accepted and signed.

25.005 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Hook reported that: –
• She is arranging for the Ward Committee to provide a salt bin to be situated on the forecourt in front of the supermarket on the Green.
• The City Council has now put the means of paying for the collection of green waste on its website. From 1 April 2025 the charge for the year will be £49.00.

25.006 – PUBLIC PARTICIPATION
Representatives from the organisations requesting grants for 2025-26 addressed the Councillors on their respective grant claims.
Residents from Station Road spoke about the problems they have with the number of cars being parked, sometimes on the pavement. They said that parking has increased since the daily £2 charge was introduced in the station car park which is often not full now.

25.007 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the November Parish Council meeting as listed below: –

Ref: 24/02258/FUL – Variation of conditions 2 and 3 of permitted application 24/01530/FUL for the addition of solar panels to front roofslope, 1no. additional window to side elevation, omission of pitched rooflight to rear projection and alterations to brickwork colour/window types at Cherry Croft, Beech Way Close, YO26 6JE.

The Parish Council objects to the planning application as no justification for the felling has been provided.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 23/01704/FUL – Construction of 1no. dwelling on land to the rear of Model Farm following demolition of Nissen Huts and barn with associated access, landscaping and parking and restoration of existing pole barn at Model Farm House, The Green, YO26 6DP. Amendments.

• Ref: 24/00795/FUL – Variation of conditions 2 (approved plans), 11 (cycle parking) and 16 (drainage) of permitted application 23/02169/FUL (Change of use of 3no. existing agricultural buildings to use classes B2, B8 and E(g) to include; lighting, amendments to external materials and fenestration and additional hard standing to create new service yards, parking and access. Extension of Cropton Road to provide access to development from Northminster Business Park) at Northminster Business Park, Cropton Road.

• Ref: 24/01530/FUL – Erection of 1no. dwelling following demolition of existing bungalow at Cherry Croft, Beech Way Close, YO26 6JE.

• Ref: 24/01686/TPO – Reduce height by 2.5-3m and spread of crown by 1.5-2m of 1no. Sycamore protected by Tree Preservation Order No.1-1970 at 9 Bankside Close, YO26 6LH.

• Ref: 24/01697/FUL – Two-storey and single-storey rear extension, pitched roof above existing flat roof side projection, and render to all elevations at 14 Fairway Drive, YO26 6HE.

• Ref: 24/01728/TCA – Fell 1no. (dead) Hawthorn and 1no. Laburnum – tree in a conservation area at Green Croft, Station Road, YO26 6DA.

• Ref: 24/01877/FUL – Variation of condition 2 of permitted application 24/01102/FUL to reduce the footprint of proposed rear extension at 1 Ebor Way, YO26 6HJ.

• Ref: 24/01911/TCA – Fell 6no. Holm Oaks, 1no. Ash, 1no. Lime, 2no. Conifers and 2no. Maples and pollard 1no. Lilac, 1no. Plum, 2no. Apples and 1no. Pear – trees in a conservation area at York House, Hodgson Lane, YO26 6EA

25.008 – FINANCE
(a) To receive a financial statement
The Clerk had emailed Councillors a detailed report showing the actual income and expenditure for the year for the period to 13 January 2025.

This was agreed.
(g) To consider requests for grants for 2025-2026 from: –
i. All Saints Church – grass cutting (£2,500)
This was agreed.

ii. Millennium Green Trust (£750)
This was agreed.

iii. Moat Fields Management Group (£1,000)
This was agreed.

iv. Poppleton Community Trust (£8,107.50)
Following an explanation of the Trust’s building plans and finances it was agreed to provide a grant of £6,000 for 2025-26

v. Poppleton Luncheon Club (£100)
This was agreed.

vi. Poppleton Under Fives (£1,500)
This was agreed.

vii. Poppleton Youth Action Group (£2,400)
This was agreed.

(h) To agree the Budget for 2025-2026 and set the precept
The Councillors considered the draft budget presented by the Clerk. It was agreed that the precept should be increased to provide funds for resurfacing the Lord Collingwood car park plus unavoidable cost increases incurred by the Parish Council. The precept will be lowered in 2026/27 by the amount included for resurfacing. The precept for 2025-26 was set at £46,000.

(i) To review the Parish Council’s Financial Regulations
It was agreed to defer the review for the time being.

25.009 – TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS, ALLOTMENTS AND GUILD HUT
(a) Trees/Biodiversity – including consideration of the tree policy for the Greens
No report.

(b) Events
An application by the Millie Wright Children’s Charity to hold a Fun Run on the Green on 24 May 2025 was approved

(c) Maintenance including: –
i. Replacing the pump at the corner of Lime Garth
A quotation for laying a new concrete foundation for the pump was accepted. It was agreed that, now the Parish Council had received quotations for the base and the pump, the York Civic Trust would be asked to give a grant towards the cost of the work. (Action Clerk)

ii. Improving the aesthetics of the hedge in front of the Lord Collingwood car park
It was agreed that the border should be converted to a grass strip which will make maintenance much easier. A working group of Parish Councillors will carry out this work.

iii. Refurbishing the benches/seats
It was noted that five benches are due to be refurbished within the next two weeks – weather permitting.

iv. A barrier to prevent vehicles encroaching on the grass at the corner of the track in Chantry Green
It was agreed that a number substantial posts be installed at the side of the track. The Clerk was authorised, in consultation with the chairman, to sanction the work. (Action Clerk)

v. The removal of the redundant pipe by the bus shelter on The Green
Councillors Lawrence and Johnson agreed to investigate the reason that the pipe is at that location (Action Councillors Lawrence and Johnson)

vi. Resurfacing the Lord Collingwood car park
The Chairman reported that the Parish Council had received complaints about the potholes in the car park and that the Parish Council needed to remedy the situation. It was agreed that the car park should be resurfaced. Councillor Clark is to produce a specification for the work and provide details of suitable contractors. Three quotations for the work are to be sought. (Action Councillor Clark and Clerk)

vii. Confirm the purchase of daffodils
Confirmation of the purchase of 25kg of daffodils was agreed.

(d) Allotments
The Clerk reported that there are three vacant allotments on the Beech Grove site.

(e) Guild Hut
No news on this subject.

25.010 – TO CONSIDER MATTERS RELATING TO TRAFFIC, HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS
(a) Reports on vandalism
None.

(b) Traffic issues in Station Road
Following what the residents had said under Public Participation it was agreed that the City Council should be asked if they can come up with a solution to the problem. (Action Councillor Lawrence and Clerk)

(c) Quotation for repainting the pump near the A59 end of Station Road
A quotation for repainting the pump was accepted.

(d) To receive other reports
None.

25.011 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. Councillor Lawrence has enrolled for a planning webinar.

25.012 TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
A new email has been prepared by Councillor Lawrence which will be sent to CYC officials, councillors and the local MP. The draft email is currently with YLCA for comment. The plan is to send it before the end of January.

25.013 – TO DISCUSS THE RENAMING OF THE UPPER POPPLETON SURGERY
The Chairman reported that the Haxby Group is wanting to change the wording on the sign on the surgery wall. Councillors agreed that the sign should read “Old Forge Surgery”. The Haxby Group is to be informed of this decision. (Action Clerk)

25.014 – TO RECEIVE COMMITTEES’ REPRESENTATIVES’ REPORTS
(a) Biodiversity Working Group
Councillor Tomlinson reported that there have been seven responses to the articvle in Centrepiece.

(b) Listed Buildings Working Group
No report.

(c) Poppleton Children’s Sports Day
No report.

(d) Poppleton Community Trust
No report.

(e) VE-Day Celebrations – 8th May 2025
No report.

(f) Village Show

(g) YLCA York Branch

(h) Youth Club
It was reported that about 25 youths are attending the Club on a Friday.

25.015 – TO RECEIVE A REPORT ON VILLAGE POLICING
Prior to the meeting the Clerk had forwarded a copy of the incidents reported to the police for November and December. The reports were noted.

25.016 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) The removal of the Lord Collingwood advertising board (Min. 24.232a)
It was agreed that no further communication with the licensee of the Lord Collingwood on this subject should take place.

(b) Bulb planting (Min. 24.232c)
It was noted that Councillors, assisted by the Clerk, planted daffodils round trees in Chantry Green.

(c) Traffic issues in Long Ridge Lane (Min. 24.226b)
The Parish Council is to send a letter to CYC supporting the points raised by Matt Hanson. (Action Clerk)

(d) Repainting the white lines on the Green (Min. 24.226d)
The Clerk referred to an email from Highways Regulations informing him that they had passed on the request to Highway Maintenance. As yet he had received no reply. The Clerk is to remind Highway Maintenance that the marking have yet to be repainted. (Action Clerk)

(e) Recent discussions with the Haxby Group management regarding the invitation to a forthcoming Parish Council meeting to follow up the meeting held in April 2024
In discussions with the Clerk and the Chairman, Professor Holmes from the Haxby Group raised concerns about the usefulness of the public meeting. He asked if the Parish Council together with the Haxby Group management could suggest a more meaningful approach which would also be of more relevance to villagers.
There was insufficient time to fully discuss this and it will be included on the next agenda.
