24.173 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Councillors Alan Catterick, David Johnson and Sheri Scruton.
24.174- TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillors Catterick, Johnson and Scruton’s reasons for absence were approved.
24.175 – TO APPROVE THE MINUTES OF THE MEETING HELD ON 13 AUGUST 2024
The minutes of the meeting held on 13 August, having been circulated and read, were accepted and signed.
24.176 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Hook reported that: –
• The City Council is looking to introduce a 20mph limit in residential areas.
• The adoption of York’s Local Plan is imminent.
24.177 – PUBLIC PARTICIPATION

24.178 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the August Parish Council meeting as listed below: –
Details of Planning Application – Comments
Ref: 24/01299/TPO – Crown reduce 1no. Sycamore in rear garden by approx. 2.5m from the top and 2m from the sides – tree protected by TPO 1/1970 at 3 Bankside Close, YO26 6LH.

Ref: 24/01369/FUL – Single-storey side and rear extensions at 44 Station Road, YO26 6PY.
No objections
Ref: 24/01449/FUL – Creation of gable roof to include a front and rear dormer, single-storey rear extension and increase in overall roof height – resubmission of 20/01920/FUL at 25 Dikelands Lane, YO26 6JB.
The Parish Council objects on the following material considerations
The proposed mass of the hip to gable extension along with the dormers are uncharacteristic in comparison to other bungalows within the area
The proposed development would be contrary to City of York Council ‘House Extensions and Alterations’ Supplementary Planning Document (2012), which seeks amongst other things for extensions to be subservient and that dormers should not be unduly prominent.
Ref: 24/01530/FUL – Erection of 1no. dwelling following demolition of existing bungalow at Cherry Croft, Beech Way Close, YO26 6JE.

It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 24/01109/FUL – Erection of detached outbuilding following demolition of shed at 60 Station Road, YO26 6QA.
• Ref: 24/01154/FUL – Variation of condition 2 of permitted application 17/02654/FUL to increase size of front porch extension and alter the roof design at 9 Westfield Close, YO26 6ED.
• Ref: 24/01177/FUL – Two-storey side extension following removal of garage at Elder View, Westview Close, YO26 6BE.
• Ref: 24/01282/HRN – Removal of 829 metres of hedgerows at Land To The North Of Low Moor Fishing Pond, Low Moor Lane, Hessay.

It was agreed to defer the review for the time being.
24.180 – TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS, ALLOTMENTS AND GUILD HUT
(a) Trees – including consideration of the tree policy for the Greens
It was noted that Lewis Tree Surgery had completed the worked detailed in the tree survey. Two trees had been felled and replacements planted. Other trees had been crown-lifted.
(b) Events
None.
(c) Maintenance including: –
i. Replacing the pump at the corner of Lime Garth
It was noted that the pump is to be moved temporarily to the Guild hut. This will enable us to ascertain how the base of the pump is constructed and what work needs to be done before the pump is restored.
ii. Biodiversity and how the Parish Council should be involved
Councillor Hall reported on the meeting of the Biodiversity Working Group which had decided to take a long-term approach to introducing Biodiversity policies in the village. Councillor Hall will write a piece for the next issue of Centrepiece. (Action Councillor Hall)
It was decided to incorporate the Greens Working Group into the Biodiversity Working Group.
Councillor Lawrence has written to Nether Poppleton Parish Council asking if they wish to be involved in one biodiversity group which covers the whole village.
iii. Improving the aesthetics of the hedge in front of the Lord Collingwood car park
It was agreed that Phil Baron be asked to complete the hedge and give suggestions as to how to eradicate the weeds. (Action Clerk)
iv. Refurbishing the benches/seats
The Clerk reported that some of the seats/benches need to be steam cleaned and repainted as they have “gone green”. As the Parish Council has no handyman at the moment the Councillors agreed the wording that the Clerk could use to advertise for a handyman in the Poppleton Parents Facebook page. (Action Clerk)
(d) Allotments
It was noted that there is a vacant allotment in the Beech Grove site.
(e) Guild Hut
No news on this subject.
24.181 – TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS
(a) Reports on vandalism
None.

24.182 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.
24.183 TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
Councillor Lawrence informed the Council about the status and lack of progress on grouping the two Parish Councils.
After discussing the alternatives, the Parish Council resolved to continue to push CYC for grouping to take place as soon as possible. This is in line with the previously discussed recommendation from the Working Group and the wishes expressed at the Parish Meetings.
24.184 – TO DISCUSS THE NEED FOR RISK ASSESSMENTS OCCASIONED BY MARTYN’S LAW
It was noted that the North Yorkshire Council’s Safety Advisory Group had written to say that the Parish Council should produce a risk assessment to cover the Remembrance Day Service to be held on the Green. The Clerk reported that he had asked TMA if they would produce a risk assessment if they were to arrange the road closure as last year.
24.185 – TO CONSIDER ARRANGEMENTS FOR THE REMEMBRANCE SUNDAY SERVICE ON 10 NOVEMBER
(a) It was agreed that the Parish Council would buy the wreath to be laid by the War Memorial at the Remembrance Day Service.
(b) It was agreed to ask TMA to produce and manage a Traffic Management plan as they did in 2023. (Action Clerk)
(c) Councillor Johnson advised via the Chairman that the Methodist Church will provide sound equipment
24.186 – TO CONSIDER CELEBRATING THE VE-DAY CELEBRATIONS IN MAY 2025
It was agreed that the Parish Council would organise a celebratory event for Thursday 9th May 2025. Councillors Robson and Lawrence agreed to be members of the organising committee.
24.187 – TO RECEIVE COMMITTEES’ REPRESENTATIVES’ REPORTS

Councillor Hook reported that representatives of the Youth Club will be attending the October Parish Council meeting.

24.188 – TO RECEIVE A REPORT ON VILLAGE POLICING
Prior to the meeting the Clerk had forwarded the incidents reported to the police for August. The report was noted. Given that the police were unable to attend this evening’s meeting they are to be given an open invitation to attend a future meeting. (Action Clerk)
24.189 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) The replacement of the “Vanstone” seat in front of the Methodist Chapel (Min. 24.166a)
It was noted that the seat is to be delivered on 20 September.
(b) The replacement of the “Selby” seat in front of the Methodist Chapel (Min. 24.166b)
It was noted that the seat is to be delivered on 20 September.
(c) The removal of the Lord Collingwood A-Board (Min. 24.160)
The Clerk reported having written to the Lord Collingwood asking for one of the A-boards to be removed. It was noted that there are still two A-boards on display.
(d) The invitation to visit “Cherry Croft” after a planning application has been received. (Min. 24.167.1(a))
The planning application having now been received it was agreed that there would be no site visit.
(e) Removing the tubs on the Green (Min. 24.140(c)iv)
It was reported that all but two of the tubs have been removed.
24.190 – TO NOTE CORRESPONDENCE RECEIVED
24.190.1 – It was noted that the correspondence received since the August meeting, as listed below, had already been circulated to the Councillors.
(a) Poppleton Community Trust – Scarecrow Trail email
(b) Resident asking for the Parish Council’s views on a blanket 20 mph limit in Poppleton. It was noted that the Parish Council had considered and turned down the question in 2013. It was agreed not to pursue the subject
(c) The parliamentary advisor to Electrical Safety First – Campaign to increase safety of e-bikes and e-scooters
(d) YLCA – Joint Standards Committee new member request.
