DRAFT MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 18 NOVEMBER 2024

PRESENT: – Cllr. E M Jones (Chairman), Cllrs. S P Barry, G R M Bates, R A Harper, J A Hook, C J Lamb and A G Walker and the Clerk, Mr B J W Mackman.

24/285 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

All councillors were present.

24/289 – TO CONFIRM THE MINUTES OF THE PLANNING MEETING HELD ON 21 OCTOBER 2024
The minutes of the Parish Council Planning meeting held on 21 October, having been circulated prior to the meeting, were approved and signed.

(a) To consider the following Planning Applications

Ref: – 24/01943/TCA – Fell 1no. Cypress (rear garden) – tree in a conservation area at 11 Church Lane, YO26 6LB.
The Parish Council decision was C
This is in the conservation area and it is hoped that the tree could be crowned and pruned to reduce the height and impact.
If this is not possible then the Parish Council would like a native tree to be planted to replace the tree for the future.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had not approved any applications since the October Parish Council meeting.
A response had been received from Mr Parkinson regarding the 21/01022/FUL variations in the Greenbelt. No decision has been made.

24/291 – TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
Cllr. Harper reported that he will be in contact with Duncan Ward to progress the Poppleton Local Historic List. It was noted that 18 Church Lane application has been submitted. This is of particular interest to the Local Historic List as the street scene elevation is particularly noteworthy, historically and socially. Every effort should be made to maintain the features on the gable end facing the street. Comments should be sent to the City of York Planning department to this effect.

It was agreed that the next regular planning meeting would be held at 7.00pm in the Poppleton Centre on Monday 20 January 2025
