MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 17 MARCH 2025

PRESENT: – Cllr. E M Jones (Chairman), Cllrs. S P Barry, G R M Bates, R A Harper, J A Hook and C J Lamb. Also present were one member of the public and the Clerk, Mr B J W Mackman.

25/057 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

25/058 – PUBLIC PARTICIPATION
None.

25/059 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence were received from Cllr. A G Walker.

25/060 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllr. Walker’s apologies were accepted.

25/061 – TO CONFIRM THE MINUTES OF THE PLANNING MEETING HELD ON 17 FEBRUARY 2025
The minutes of the Parish Council Planning meeting held on 17 February, having been circulated prior to the meeting, were approved and signed.

25/062 – TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

(a) To consider the following Planning Applications
Details of Planning Applications – Comments
Ref: 25/00356/TCA – Reduce crown of 1no. Copper Beech tree by approximately 20% – protected by Tree Preservation Order no. 1/1970 at 34 Church Lane, YO26 6LB.
The Parish Council decision was B

Ref: 25/00434/TPO – Crown lift 2no. Ash trees to approximately 5 metres – protected by Tree Preservation Order no. 14/1996 at 4 Fox Garth, YO26 6LP.
The Parish Council decision was B

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following application –
• Ref: 25/00055/FUL – Two-storey and single-storey rear extensions, conversion of existing carport to workshop and installation of gates to front elevation at Poppleton Lodge, 8 Millfield Lane, York YO26 6HR.

(c) To note an update on the development behind the Lord Nelson
A meeting with Trudi the Enforcement Officer and another member of the team took place on site and in the premises adjacent to the site. Measurements were made by the Enforcement Officer and discussion on the additional height and size of the property being built by comparison to the approved drawings. The City Planning Enforcement Officer will communicate the findings to the Parish Council, the neighbours and the developer in due course.

25/063 – TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
There was no further progress on the information given to the Parish Council. Cllr. Harper will try again to make contact with the Local List within the City of York Council and York Civic Trust to progress the work already completed.

25/064 – TO NOTE CORRESPONDENCE RECEIVED
Communication was received regarding the broken bridge of the beck near Mill Race. The Clerk has obtained the definitive map and this will be discussed in the full Parish Council meeting.

25/065 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular meeting would be held at 7.00pm in the Poppleton Centre on Wednesday 16 April 2025.
