DRAFT MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 15 JULY 2024
PRESENT: – Cllr. E M Jones (Chairman), Cllrs. S P Barry, G R M Bates, J A Hook, C J Lamb, one member of the public and the Clerk, Mr B J W Mackman.

The minutes of the Parish Council Planning meeting held on 17 June, having been circulated prior to the meeting, were approved and signed.

Ref: 24/01060/TPO – Fell 2no. Ash trees – protected by Tree Preservation Order 1/1970 at Oak House, 5 Fox Garth, YO26 6LP.
The Parish Council decision was D.
This decision was based on the following material planning considerations:
These trees are in a conservation area with active TPOs on the two trees.
The trees are not considered to be diseased or a danger to the public or residents of this property
These trees form part of the canopy for rain capture close to the River Ouse.
These trees form part of the green infrastructure of the area and add to the maturity of the tree collection in this area.
These trees can carbon capture in this region.
These trees should not be felled as most of the mature trees in this garden have already been removed.
The pruning of the trees would be supported.
The removal of ivy from the trees would be approved.
It was noted that the Local Planning Authority had approved the following applications –
• Ref: 24/00653/TPO – Fell 16no. trees and prune 5no. Protected trees as detailed in submitted arboricultural report at Pump House, Main Street, Nether Poppleton, York. Eastings 455647 Northings 454968
• Ref: 24/00839/TCA – Fell 4no. Hawthorn, 1no. Elder and 1no. Silver Birch – trees in a conservation area in The Green.
It was noted that the following application had been withdrawn –
• Ref: 24/00054/FUL – Landscaping amendments to front elevation (retrospective) at Minstergate Hull Limited Great North Way, YO26 6RB.
24/180 – TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
Cllr. Harper was on holiday so Cllr. Jones commented on the work achieved since the last meeting.
The Councillors of UPPC were given copies of the document prepared by the York Civic Trust for the consideration and consultation of prospective properties, views and specialities within both villages that may be added to the Local Heritage List.
Copies of the research on properties were delivered to the relevant house owners. At present there are no objections from any individuals. Owners were informed of the unique nature of their properties and that although they are to be considered they may not all achieve full Heritage List Status.
Copies of the full document for consultation were placed in the Library, the Lemon Tree, the Community Centre Café, the Red Lion, the Coffee on the Green at the Methodist Church and the Dentist Surgery.
These copies will remain available until the second week of September to allow a reasonable time for comment.

Notices have been placed on the village boards informing the public of the exercise and where to obtain more information and how to contact the group by email at Poppletonlist22@gmail.com or via the Parish Clerk.
24/181 – TO NOTE CORRESPONDENCE RECEIVED
Correspondence was received relating to a protected and endangered species of bee orchid identified on land alongside Great North Way. The area of land has been allowed to revert to its natural vegetation and was identified by the Local Plan and the Upper and Nether Poppleton Neighbourhood Plan as being worthy of conservation as Open Space. This protection should be notified to the Conservation Officer within City of York Council.
24/182 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular planning meeting would be held at 7.00pm in the Poppleton Centre on Monday 19 August 2024.
