NETHER POPPLETON PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.30PM ON MONDAY, 20 MAY 2024

PRESENT: – Cllr. E M Jones (Chairman), Cllrs. S P Barry, G R M Bates, R A Harper, J A Hook, and the Clerk, Mr B J W Mackman.

24/114 – TO ELECT A CHAIRMAN FOR THE ENSUING YEAR
Cllr. Jones was elected as Chairman for the ensuing year.

24/115 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

24/116 – PUBLIC PARTICIPATION
None.

24/117 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Cllr. C J Lamb

24/118 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllr. C J Lamb’s apologies were accepted.

24/119 – TO CONFIRM THE MINUTES OF THE PLANNING MEETING HELD ON 15 APRIL 2024
The minutes of the Parish Council Planning meeting held on 15 April, having been circulated prior to the meeting, were approved, and signed.

24/120 – TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

The Parish Council decision was A Ref: 24/00839/TCA – Fell 4no. Hawthorn, 1no. Elder and 1no. Silver Birch – trees in a conservation area in The Green

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications –
• Ref: 24/00022/FUL – Two-storey side extension, single-storey rear extension and render to all elevations following demolition of conservatory at 3 Nursery Road, YO26 6NN.
• Ref: 24/00097/TPO – Fell 1no. (Root Decayed) Beech and 1no. Holly – trees protected by Tree Preservation Order no. 1-1970 at The Coach House, 38 Church Lane, YO26 6LB.

24/121 – TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
Cllr. Harper thanked Cllr. Bates for getting the photos ready for display at the library and in the Community Centre. He will arrange for Mark Duncan to talk to the Parish Council regarding the findings from the students who work on the listed buildings project.
The UPPC Councillors on the Listed Working Group will be invited to attend.

24/122 – TO NOTE CORRESPONDENCE RECEIVED
Letters of complaint have been received by the Parish Clerk regarding various building developments. They were sent directly to the City of York Planning department who are able to deal with the issues.
A further letter from a resident was outside the remit of the Parish Council so will be acknowledged but no further action can be taken.

24/123 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular planning meeting would be held at 7.00pm in the Poppleton Centre on Monday 17 June 2024.
