MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 21 OCTOBER 2024

PRESENT: – Cllr. E M Jones (Chairman), Cllrs. S P Barry, G R M Bates, R A Harper, J A Hook, C J Lamb and A G Walker. Also present were two members of the public and the Clerk, Mr B J W Mackman.

24/257 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS

24/261 – TO CONFIRM THE MINUTES OF THE PLANNING MEETING HELD ON 16 SEPTEMBER 2024
The minutes of the Parish Council Planning meeting held on 16 September, having been circulated prior to the meeting, were approved and signed.

Ref: 24/01672/TCA – Fell 1no. (dead) Silver Birch – tree in a conservation at area 1 Poppleton Hall Gardens, YO26 6LE.
The Parish Council decision was C.
This is to ensure that the tree is dead and if so then a replacement native tree should be planted as close as is feasibly possible on the site.
Trees are important to the village and to the planet.

Ref: 24/01755/FUL – Conversion of redundant barns to form 2no. dwellings and erection of 2no. detached houses to rear with associated access and parking at Hills House, 18 Church Lane, YO26 6LB.
The Parish Council decision was C
This is in the Conservation area of Nether Poppleton and is similar in many respects to other farm and outbuildings that have been renovated in the area.
There is concern amongst the Councillors based on previous evidence in this area when renovation of old buildings have been approved, there is a lack of understanding of the nature, construction and development of older buildings. ( over 200 years old)
There is a further issue with drainage, and this is a low-lying part of the village that slopes towards the river area.
All the drainage from current properties must be pumped to the nearest pumping station. Additional drainage from potential four domestic properties may increase the pressure on the system which already struggles in heavy continuous rainfall periods.
It is noted excess water frequently in rainy periods on the road.
There is heavy congestion on this road as the original farm buildings at Wilson Cottages for example have no off-road parking.
It is hoped that the street scene will not be affected and the external walls that are in situ are treated carefully during renovation.
The reports commissioned by the owners highlight the current condition of the buildings.

To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications –

• Ref: 23/02254/FULM – Installation of a solar farm with associated infrastructure, access, security fencing and landscaping at land to the south of New Farm, Lords Lane.

• Ref: 24/01218/FUL – Single-storey rear extension at 8 Midway Avenue, YO26 6NT.

• Ref: 24/01314/FUL – Single-storey front and rear extensions at 18 Riversvale Drive, YO26 6JY.

• Ref: 24/01360/FUL – Single-storey rear extension and first floor side extension at 3 Hutton Close, YO26 6PJ.

• Ref: 24/01361/ADV – Display of 4no. internally illuminated fascia signs and 1no. internally illuminated totem sign at Batchelors of York Limited, Unit 6, Hudson Court, Great North Way.

• Ref: 24/01410/FUL – Two-storey side extension, single-storey rear extension and new pitched roof to existing front dormer following demolition of existing conservatory and attached garage at 62 Millfield Lane, YO26 6ND.

24/263 – TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
It was agreed that the documentation that was distributed to various businesses and frequently visited places would remain in there for further comments.
Duncan Marks will be contacted by Cllr Harper to find out if we have completed enough consultation for a determination and decision by City of York Council as to which of the potentially local list buildings might be put forward.

24/264 – TO NOTE CORRESPONDENCE RECEIVED
No correspondence was discussed
It was noted that further information shared with Upper Poppleton through the Neighbourhood Plan Committee has been forwarded to City of York Council Planning Department.

24/265 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular planning meeting would be held at 7.00pm in the Poppleton Centre on Monday 18 November 2024.
