MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 16 JUNE 2025

PRESENT
Cllr. A G Walker (Chairman); Cllrs. S P Barry, J A Hook and R A Harper. Also present were one member of the public and the Clerk, Mr B J W Mackman.

AGENDA

25/137 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

25/138 – PUBLIC PARTICIPATION
None.

25/139 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence were received from Cllrs. G R M Bates, Z L Billings and C J Lamb.

25/140 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllrs. G R M Bates, Z L Billings and C J Lamb apologies were accepted.

25/141 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 19 MAY 2025
The minutes of the Parish Council meeting held on 19 May 2025, having been circulated prior to the meeting, were approved and signed.

25/142 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Councillor Hook reported that: –
• Work is about to start on the installation of the improved safety measures in Black Dike Lane and speed restriction signs in Black Dike Lane, Hodgson Lane and the A59.
• Luke Charters, our MP, has written to Northern Rail about the parking charges at the station and that he is hoping for a helpful response.
• There is going to be a review of Ward boundaries and the Parish Council will be consulted as part of the process.

25/143 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) The removal of the broken wooden bridge over the beck in front of Mill Wray (Min. 25/123a) – (March 2025)
No news on this subject.

(b) Trimming of hedges overgrowing pavements (Min. 25/123c) – (March 2025)
It was noted that one of the three hedges in question has been cut back. Two are untouched. The Clerk is to inform the City Council of this. (Action Clerk)

(c) Installation of signage on the new fence (Min. 25/126ciii) – (March 2025)
The Clerk reported that he has received the signs and that they should be put up sometime in the current week.

(d) The location of the proposed donated seat (Min. 25/128) – (September 2024)
It was noted that the donor of the seat has been taken ill and is not able to make a decision on the purchase of the seat. It was agreed to remove the subject until such time as the donor has regained their health.

The decision was D.
The Parish Council objects as it cannot make a decision on the amended application as there is insufficient information on the building elevation relative to the other buildings in the Conservation Area.

It was noted that the Local Planning Authority had approved the following applications –
• Ref: 24/01755/FUL – Conversion of redundant barns to form 2no. dwellings and erection of 2no. detached houses to rear with associated access and parking at Hills House, 18 Church Lane, YO26 6LB.
• Ref: 24/01755/FUL – Conversion of redundant barns to form 2no. dwellings and erection of 1no. detached houses to rear with associated access and parking at Hills House, 18 Church Lane, YO26 6LB.
• Ref: 25/00356/TPO – Reduce crown of 1no. Copper Beech tree by approximately 20% – protected by Tree Preservation Order no. 1/1970 at 34 Church Lane, YO26 6LB.
• Ref: 25/00584/FUL – First floor side extension at 32 Nether Way, YO26 6HW.
• Ref: 25/00698/FUL – First floor side extension and pitched roof to porch at 20 Nursery Road, YO26 6NN.
• Ref: 25/00811/FUL – Variation of Condition 2 of permitted application 24/02319/FUL to alter external materials at 28 Church Lane, YO26 6LB.

25/145– FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 16 June 2025. The report reflected the receipts and payments below. The bank balances on 16 June were: –

(d) To agree to release the £2,400.00 provided in the 2025-26 budget for the Poppleton Youth Club
This was agreed.

(e) To agree to release the £100.00 provided in the 2025-26 budget for the Poppleton Luncheon Club
This was agreed.

(f) To agree to pay half the cost of the VE Day celebration
It was noted that the total cost of the VE Day celebration, paid for by Upper Poppleton Parish Council was £2,655.22. It was agreed that this Parish Council should pay half of that cost i.e. £1,327.61. (Action Clerk)

25/146 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
It was agreed that a one-metre strip of grass in front of the new fence should be left uncut. The Clerk is to inform the contractor of this. (Action Clerk)

(b) The management of Warren Lea
No news on this subject.

(c) The management of the Common Land including
i. To consider action regarding the tree that has fallen into the River Ouse
The Clerk reported that the Environment Agency had said that the fallen tree is not a problem for them. The Councillors agreed to take no action.

ii. To consider a request to build a permanent scaffolding platform on the Lido riverbank for the use of paddlers
It was agreed that the Parish Council did not wish to have a platform on the lido riverbank so the request was turned down. (Action Clerk)

(d) Allerton Drive garden
No report.

(e) The Moat Fields

(f) The Cartsheds

(g) The Wildlife Area

25/147 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

25/148- TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS – Including a request for double yellow lines in Millfield Lane
The Councillors discussed a request from a resident in Millfield Lane and agreed that the Parish Council would not support the provision of double yellow lines because they are unenforceable and the issue in question is caused by a tradesman who would have to park elsewhere. (Action Clerk)

25/149 – TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
No news to report on this subject.

25/150- TO CONSIDER ADOPTING A TREE POLICY
It was agreed to defer discussion on this subject.

25/151– TO RECEIVE VERBAL REPORTS ON/FROM
(a) Joint Biodiversity Working Group
Cllr. Walker reported that a working party had picked Himalayan Balsam on the riverbank to encourage the growth of the tansy plants.

(b) Poppleton Community Trust
No report.

(c) Trees Working Group
No report.

(d) Village policing
Prior to the meeting the Clerk had forwarded the incidents reported to the police for May. The report was noted.

(e) YLCA York Branch
No report.

(f) Youth Club
Cllr. Hook reported that the Club is seeking Committee members, ideally grandparents and responsible older teenagers to help on Friday nights.

(g) Any other meeting
