NETHER POPPLETON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.15 PM ON MONDAY, 17 JULY 2023

PRESENT
Cllr. G R M Bates (Chairman), Cllrs. J A Hook, E M Jones and C J Lamb. Also present were six members of the public, CYC Ward Cllr. Emilie Knight and the Clerk, Mr B J W Mackman.

23/187 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

23/188 – PUBLIC PARTICIPATION
• Two residents again raised concerns about the vehicles being parked around the nursery at the Dodsworth Hall. It was noted that the City Council’s Enforcement Officer has been made aware of the agreed Travel Plan attached to the original planning application and will be looking to ensure that the Travel Plan is adhered to.
• A resident brought up the subject of the Ryland Horticulture plan of where trees could be planted in the village.

23/189 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies were received from Cllrs. S P Barry and R A Harper.

23/190 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllrs. Barry and Harper’s reasons for absence was approved.

23/191 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 19 JUNE 2023
The minutes of the Parish Council meeting held on 19 June 2023, having been circulated prior to the meeting, were approved and signed.

23/192 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Cllr. Anne Hook reported that –
• There was a motion at the upcoming meeting of full council to lower the intervention threshold for repairing potholes on concrete roads with a tarmac layer. The tarmac on these roads is only 30mm thick, so any potholes will be less than the required 40mm.
• The “travel plan” for the nursery, given when planning permission for a new use was approved, has now been found and this may help resolve some of the parking problems in Millfield Lane and Ebor Way.
• Apparently, work is being carried out on what can and can’t be done to the verges, with the aim of ensuring the best for pollinators and biodiversity and preventing farmers from illegal flailing and cutting but keeping verges low where appropriate. Efforts are still being made to understand the reasons for the issues seen in mowing the verges in the villages so far this year.
23/193 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING: –
Making the Long Ridge Lane/Millfield Lane junction more cycle friendly (Min. 23/164a)

23/194– FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 17 July 2023. The report reflected the receipts and payments below. The bank balances on 17 July were: –

23/195 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
No news to report.
(b) The management of Warren Lea including: –
i. To consider a quotation to prune back the branches of trees overhanging Somercote
It was resolved to accept the quotation from Ryland Horticulture for the pruning work. (Action Clerk)
ii. Removing the branches hanging low over the drive up to Somercote
It was resolved that the overhanging branches be removed. (Action Clerk)
iii. Removing a log from the beck
It was resolved that Ryland Horticulture be asked to remove the log from the beck. (Action Clerk)
(c) The management of the Common Land including
i. Considering the Environment Agency’s suggestions for rectifying the damage to the riverbank next to Saxe Dane Lodge
It was noted that since the June meeting the Environment Agency had sent a detailed schedule of ways to protect riverbanks. Planting willows is one of the ways and this is what the Councillors resolved to follow up. It was agreed that the Parish Council’s choice should be conveyed to the owner of Saxe Dane Lodge for comment. If the planting of willows is acceptable then permission to carry out the work will need to be given by the Environment Agency. (Action Clerk)

ii. To authorise the 2023 five-year tree survey
The Parish Council’s five-year tree survey is due in 2023. It was resolved that the Clerk should obtain three quotations for a tree survey of all the Parish Council’s trees. (Action Clerk)

(d) Allerton Drive garden
Sleightholm Landscapes will be taking out the sycamores from the hedge when the hedge is cut in the autumn.
(e) The Moat Fields
No news on this subject.
(f) The Cartsheds
No news on this subject.
(g) The Wildlife Area
No news on this subject.

23/196 – TO CONSIDER COUNCILLOR AND CLERK TRAINING INCLUDING THE WAY THAT COURSES ARE BOOKED
It was reported that the YLCA now sends news of training courses which take place with only two weeks’ notice. This makes it difficult under the present rules for Councillors to take advantage of these courses. It was agreed that, should a Councillor wish to attend a course where a booking needs to be made before the following Parish Council meeting, the Councillor would notify the Clerk. It was resolved that the Clerk, in consultation with the Chairman, be authorised to grant permission for the course to be booked.

23/197- TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
No reports.

23/198- TO DISCUSS THE NEXT STEPS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
It was noted that, following the informal meeting with Upper Poppleton Parish Councillors, Cllr. Lawrence had made contact with the City Council’s Legal Department and was awaiting their advice.
Further discussion on the subject was deferred.

23/199 – TO CONSIDER HAVING A MAINTENANCE CONTRACT FOR THE DEFIBRILLATOR
Cllr. Lamb is investigating this subject and is going to register the defibrillator with the National Defibrillator Network so that its location can be found online. (Action Cllr. Lamb)

23/200- TO REVIEW THE PARISH COUNCIL’S RISK ASSESSMENT
Prior to the meeting the Clerk had circulated a revised Risk Assessment which takes into consideration that all expenditure is now paid by bank transfer and not by cheques. It was resolved to adopt the revised assessment.

(b) Trees Working Group
No news to report on this subject.
(c) Village policing
Prior to the meeting the Clerk had forwarded the incidents reported to the police for June 2023. The report was noted.

(e) Youth Club
Councillor Hook reported that the Youth Club is continuing to look for a new Chairman and a new Secretary.
(f) Any other meeting

It was agreed that the next meeting would be held at 7.30pm in the Poppleton Centre on Monday 21 August 2023.

There being no other business the meeting was formally closed at 9.13pm.
