MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 21 JULY 2025

PRESENT
Cllr. G R M Bates (Chairman); Cllrs., J A Hook, R A Harper and A G Walker. Also present was the Clerk, Mr B J W Mackman.

AGENDA
25/157 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

25/158 – PUBLIC PARTICIPATION
None.

25/159 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence were received from Cllrs. S P Barry and Z L Billings.

25/160 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllrs. Barry and Billings apologies were accepted.

25/161 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 16 JUNE 2025
The minutes of the Parish Council meeting held on 16 June 2025, having been circulated prior to the meeting, were approved and signed.

25/162 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Councillor Hook reported that: –
• Most of the work to make Black Dike Lane a 20mph zone has been completed.
• The Poppleton Bar Park & Ride is now staying open until 10.30pm on a permanent basis.
• There is to be a Boundary Commission Review of all the wards and parishes in York which needs to be completed by May 2027.

25/163 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) The removal of the broken wooden bridge over the beck in front of Mill Wray (Min. 25/143a) – (March 2025)
It was noted that Cllr. Billings has offered to remove the bridge. Her offer was accepted with grateful thanks.

(b) Trimming of hedges overgrowing pavements (Min. 25/143b) – (March 2025)
It was noted that another hedge has been cut back. It was agreed to remove this subject from the agenda for the next meeting.

(c) Installation of signage on the new fence (Min. 25/143c) – (March 2025)
The Clerk reported that all the signs had been fixed to the fence posts. It was reported that four of the signs have disappeared. It was agreed that this should be reported to the police. (Action Clerk)

(d) The location of the proposed donated seat (Min. 25/143d) – (September 2024)
The Clerk reported that he had just banked the seat donator’s cheque and would be ordering the new seat from Glasdon. (Action Clerk)

It was noted that the Local Planning Authority had approved the following applications –
• Ref: 25/00815/FUL – Erection of 1no. dwelling to rear at The Lord Nelson, 9 Main Street, YO26 6HS.

• Ref: 25/00815/FUL – amendment – – updated site plan showing revised outbuilding; outbuilding floor plan and elevation details; – front elevation drawing showing original consented dwelling outline over proposed dwelling; – site plan showing original dwelling outlined over proposed dwelling at 1 Bunny Chase Nether Poppleton, YO26 6BJ

(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 21 July 2025. The report reflected the receipts and payments below. The bank balances on 21 July were: –

This was agreed.

(e) To consider the internal auditor’s report
The internal auditor’s report was noted.

25/166 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
It was noted that the grass has been cut per the contract for the first time this season.

(b) The management of Warren Lea
i. It was reported that a tree had fallen across the path through Warren Lea and had posed a hazard. The Clerk had arranged for the trunk to be removed from the path. The Councillors had agreed that the various parts of the tree should remain in Warren Lea.

ii. Cllr. Walker reported that the Himalayan balsam is under control.

(c) The management of the Common Land including
It was agreed that the vegetation in the banks of the beck immediately to the south of Riversvale Drive should be trimmed back. (Action Clerk)

(d) Allerton Drive garden
No report.

(e) The Moat Fields
No report.

(f) The Cartsheds
The Clerk reported that he had sent Mason Clark recent photographs of the two gizmos on the cartshed wall and was waiting for a reply.

(g) The Wildlife Area
No report.

(h) Biodiversity
It was agreed to fund half the cost of a half-page article in the next edition of Centrepiece.

25/167 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

25/168- TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
It was agreed that white and red reflectors should put on to the wooden bollards between the Poppleton Centre drive and Ouse Moor Lane. Cllr. Harper volunteered to do the work. (Action Cllr. Harper.

25/169 – TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
No news to report on this subject.

25/170- TO CONSIDER ADOPTING A TREE POLICY
It was agreed that the Clerk should send the Cllrs. the tree policy adopted by Upper Poppleton Parish Council for their consideration. (Action Clerk)

25/171– TO RECEIVE VERBAL REPORTS ON/FROM
(a) Joint Biodiversity Working Group
Cllr. Bates gave an update on the working group’s activities.

(b) Poppleton Community Trust
No report.

(c) Trees Working Group
Cllr. Harper is to share with the Biodiversity Working Group the information about the trees that Yorkshire Water has agreed to following the work at the pumping station. (Action Cllr. Harper)

(d) Village policing
Prior to the meeting the Clerk had forwarded the incidents reported to the police for June. The report was noted.

(e) YLCA York Branch

(f) Youth Club
No report.
