MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, MAIN STREET, UPPER POPPLETON AT 7.30 PM ON MONDAY 3 APRIL 2023

23.065 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

23.066 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies were received from Councillor Youngman.

23.067 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Councillor Youngman’s reason for absence were approved.

23.068 – TO APPROVE THE MINUTES OF THE MEETING HELD ON 13 MARCH 2023
The minutes of the meeting held on 13 March, having been circulated and read, were accepted and signed.

23.069 – PUBLIC PARTICIPATION
The applicant for the planning application for 20 Orchard Road addressed the Councillors and explained why he had submitted the plans to alter the bungalow.

23.070 – TO RECEIVE THE CITY OF YORK COUNCILLOR’S REPORT – FOR INFORMATION ONLY
City Councillor Anne Hook reported that: –
• The City Council is taking action to stop cars being parked at the Millfield Lane end of Ebor Way
• The A19/A1237 roundabout is to be resurfaced in May
• The road in front of the Allerton Drive shops is to be resurfaced this year.

23.071 – PLANNING APPLICATIONS
(a) The Councillors considered the planning applications received since the March Parish Council meeting as listed below: –

Ref: 23/00295/FUL – Bin store with 1.8m fencing, bike shelter, Variable Refrigerant Flow (VRF) units with acoustic screens, concrete hardstanding, 1.8m high fencing to rear grassed area with entrance gate and 1.8m vehicle access gate, below ground foul water drain to the rear with 5no. new soil vent pipe stacks. 4no. roof cowls to the rear, 2no. louvres to the North elevation and 7no. to the West elevation and 3no. the South elevation, door to the rear at North Yorkshire Police, Acer House, Northminster Business Park, Hackness Road.

No objections.
Ref: 23/00412/TPO – Fell 1no. Horse Chestnut tree protected by Tree Preservation Order no. 1/1970 at 13 Bankside Close, YO26 6LH.
No objections.
Ref: 23/00479/FUL – Hip to gable roof extensions with 1no. dormer to front and 3no. dormers to rear and raised ridge height and window alterations throughout at 20 Orchard Road, YO26 6HF.
No objections.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following application: –
• Ref: 23/00209/FUL – Single-storey rear extension at Mulberry House, 59 Station Road, YO26 6PZ.

23.072 – FINANCE
(a) To receive a financial statement
The Clerk had emailed Councillors a detailed report showing the actual income and expenditure for the year ended 31 March 2023. The reports reflected the receipts and payments below.
The bank balances on 31 March were: –

(d) To agree to release the £1,000 provided in the 2023-24 budget for Poppleton Under Fives
It was agreed to release the funds. (Action Clerk)

23.073 – TO CONSIDER MATTERS RELATING TO THE VILLAGE GREENS, ALLOTMENTS AND GUILD HUT
(a) Trees including considering quotations for the work identified in the last tree survey
The Clerk reported having asked two more firms to quote for the work. (Action Clerk)
(b) Events
It was noted that the Methodist Church is wanting to use the Green sometime over the Coronation weekend and that a Green Usage form will be submitted in due course.
(c) Maintenance including to consider a proposal to submit a planning application to CYC with the objective of constructing a pond on Chantry Green. This will be subject to >66% of the public votes (including letters, emails, etc.) being in favour when the votes have been counted and verified on 18th April 2023. (This being the day after voting finishes)
The Councillors agreed to this proposition. It was resolved that the Chairman and the Clerk would collate the responses and report the result at the May Parish Council. (Action Chairman and Clerk)
(d) Allotments
The Clerk reported having emailed rent demands to all the tenants and that four of them had already paid their rent for the year.
(e) Guild Hut
No news on this subject.

23.074 – TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS, LAMPPOSTS & SIGNS
(a) To receive an update on the possibility of converting the old coal yard at the station into a car park
No further news on this subject.
(b) To consider reports on vandalism
It was reported that: –
• The sign by the proposed pond on Chantry Green had been smashed.
• Graffiti has appeared on one of the green cable boxes near Villa Court.
(c) To receive other reports
None.

23.075 – TO CONSIDER COUNCILLOR & CLERK TRAINING
Councillors considered the courses on offer by the YLCA. It was agreed that Councillor Catterick could attend the Zoom meeting on the subject of Public Rights of Way on 17 April. (Action Clerk)

23.076 – TO RECEIVE COMMITTEES’ REPRESENTATIVES REPORTS
(a) King Charles III Coronation on 6 May 2023
As reported last month, arrangements for the event are well in hand. Posters advertising the event have been put on notice boards and in various other locations round Poppleton. There is a committee meeting on 5 April to put together the fine details for the event.
(b) Listed Buildings Working Group
No report.

(c) Poppleton Community Trust
Councillor Robson reported that plans to extend the Centre building are moving ahead.
(d) Village Show
Councillor Johnson reported that the next Committee meeting will be held on 24 July2023.
(e) YLCA York Branch
No report.
(f) Youth Club
Councillor Hook reported that the Youth Club is “ticking over”.
(g) Any other meeting
None.

23.077 – TO RECEIVE A REPORT ON VILLAGE POLICING
The Clerk reported that he had not yet received the police figures for March 2023.

23.078 – TO NOTE NETHER POPPLETON PARISH COUNCIL’S DISCUSSION AT THEIR MARCH MEETING ON THE SUBJECT OF ONE PARISH COUNCIL FOR POPPLETON
It was reported that Nether Poppleton Parish Council is still awaiting a detailed response from the YLCA. When the response is received there will be an informal meeting of all Councillors to determine what action, if any, will be recommended to the respective Parish Councils.

23.079 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) Repairs to the railings opposite the tennis courts in Main Street (Min. 23.059a)
No news on this subject. (Action Clerk)
(b) Replacing the bollard in front of the Co-op (Min. 23.059d)
It is anticipated that the bollards will be installed tomorrow (4 April).
(c) Replacing the bollard in front of the White Horse Inn (Min. 23.059)
The Clerk reported that the replacement bollard from Glasdons had arrived today and Ken Falkingham is to install it tomorrow.
(d) Purchasing pedestrian road warning signs (Min. 23.059f)
These have been purchased.

23.080 – TO NOTE CORRESPONDENCE RECEIVED
23.080.01 – The Clerk referred to the following items of correspondence received since the March Parish Council meeting
(a) Allotment tenant enquiring about burning garden waste
(b) PKF Littlejohn – receipt of AGAR forms for 2022-23

23.082 – TO CONSIDER MINOR MATTERS
Councillor Robson reported that All Saints Church had asked for permission to install a handrail on the wall by the two steps leading from the Lord Collingwood car park. The Councillors agreed to this request.

23.083 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
None.

23.084 – TO AGREE THE DATE OF NEXT MEETING
As the second Monday in May is the Bank Holiday following the King’s Coronation and the fact that there are elections on 4th May it was agreed that the date of the next meeting would be Thursday 18 May 2023 at 7.00pm.
This being the last meeting in the four-year cycle of Parish Councils Chairman Stuart Robson thanked all the Councillors for their contribution over the last four years. He especially thanked Councillor Johnson for chairing meetings during his own enforced absence last year.

There being no other business the Chairman closed the meeting at 8.55pm.
