NETHER POPPLETON PARISH COUNCIL
DRAFT MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 17 JUNE 2024

PRESENT: – Cllr. E M Jones (Chairman), Cllrs. S P Barry, G R M Bates, R A Harper, J A Hook, C J Lamb, and the Clerk, Mr B J W Mackman.

24/146 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

Three members of the public were in attendance.

24/150 – TO CONFIRM THE MINUTES OF THE PLANNING MEETING HELD ON 20 MAY 2024
The minutes of the Parish Council Planning meeting held on 20 May, having been circulated prior to the meeting, were approved, and signed.

24/151 – PLANNING APPLICATIONS
It was noted that the Local Planning Authority had approved the following applications –
• Ref: 24/00022/FUL – Two-storey side extension, single-storey rear extension and render to all elevations following demolition of conservatory at 3 Nursery Road, YO26 6NN.

• Ref: 24/00097/TPO – Fell 1no. (Root Decayed) Beech and 1no. Holly – trees protected by Tree Preservation Order no. 1-1970 at The Coach House, 38 Church Lane, YO26 6LB.

• Ref: 24/00453/FUL – Erection of oak framed double carport to front at 34 Church Lane, YO26 6LB.
It was noted that the following application had been withdrawn –

• Ref: 24/00574/LBC – External works to comprise siting aerial to south elevation at St Everilda’s Church, Church Lane, YO26 6LE.

24/1521 – TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
Mr Duncan Marks employed by the York Civic Trust addressed the parish council meeting.
Cllr. Harper has worked with other councillors and Mr Marks has worked with Post Graduate Students from the York University under guidance for the Civic Trust to look at adding properties within Upper and Nether Poppleton to the York Local Historic List.
Cllrs. Harper and Bates had produced photos and information which has been circulated with the other councillors in Nether and Upper Poppleton. The Civic Trust used this information as a source and in addition looked at maps, records and other information to increase and identify the criteria by which buildings, views and historical setting could be assessed,
Mr Marks circulated the findings report to all councillors and an electronic version will be forwarded so that all the Upper Poppleton Councillors can be informed of this research and findings.

Clarification was given regarding the status of Graded Listed Buildings and the Conservation Area protection in both villages which is supported by and through the Neighbourhood Plan.
The proposal is now to select those buildings of historic significance which meet or exceed the criteria set out in the research, to inform and work with CYC Conservation Officers so they can be placed on the York Local History List.
Wider consultation and exhibition will be put in place and local owners of such buildings will be consulted as well as the population of Poppleton at large.
We are in the unique situation of having a wonderful selection of historic, interesting and valued properties, buildings, views and sites that should be preserved for future generations. The villages of Poppleton have existed prior to the Doomsday Book and we have an obligation to future generations to hand on this valuable asset for all within the villages.
Mr Marks was thanked for the time and level of academic research supplied by the Civic Trust and it is hoped that much of this work can be progressed.
