NETHER POPPLETON PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 20 NOVEMBER 2023

PRESENT: – Cllr. G R M Bates (Chairman), Cllrs. S P Barry, R A Harper, and C J Lamb. Also present were three members of the public and the Clerk, Mr B J W Mackman.

23/293 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.
23/294 – PUBLIC PARTICIPATION
The resident of 25 Church Lane addressed the Councillors regarding their planning application.

23/295 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies were received from Cllrs. J A Hook and E M Jones

23/296 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllrs. Hook and Jones reasons for absence was approved.

23/297 – TO CONFIRM THE MINUTES OF THE PLANNING MEETING HELD ON 16 OCTOBER 2023
The minutes of the Parish Council Planning meeting held on 16 October, having been circulated prior to the meeting, were approved and signed.

23/298 – TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

(a) To consider the following Planning Applications
Details of Planning Applications – Comments
Ref: 23/01940FUL – One and two-storey rear extensions to dwelling to include replacement roof with increased ridge height at Town Farmhouse 25 Church Lane, YO26 6LF.
The Parish Council Decision was D. The Parish Council appreciates that the roof needs a beam there was insufficient evidence to prove it needs to be higher. It was agreed that there should have been a structural engineer’s report to support the raising of the roof. For this reason the Parish Council objects to this planning application.

Ref: 23/01968/FUL – Single-storey side extension between the existing house and existing detached garage at 62 Allerton Drive, YO26 6NP.
The Parish Council decision was B

Ref: 23/01985/FUL – Single-storey rear extension at 7 Midway Avenue, YO26 6NT.
The Parish Council decision was B

Ref: 23/02009/FUL – Two-storey side extension, single-storey rear extension, porch to front and rear extension to detached garage following removal of conservatory at 7 Kyle Way, YO26 6RH.
The Parish Council decision was B

Ref: 23/02096/TCA – Fell 1 no. Silver Birch and 1 no. Cherry tree, crown reduce and thin 3 no. trees – trees in a conservation area (rear garden) at 2 Hillcrest Avenue, YO26 6LD.
The Parish Council Decision was D. There was no objection to the crown reducing and thinning of the three trees but the Parish Council objects to the felling of the two trees as no reasons were given for felling them other than that they are too big.
(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications –
• Ref: 23/01769/TCA – Fell 1 no. Eucalyptus – tree in a conservation area at 5 Church Lane, YO26 6LB.
• Ref: 23/01784/FUL – Installation of Portacabin with associated concrete foundation works, and foundations works for relocated metal container at Transformer Station Millfield Lane To Transformer Station.
It was noted that the Local Planning Authority had partially approved and partially refused the following application –
• Ref: 23/01607/TPO – Fell 4 no. Ash trees, 2m lateral reduction on property side of 1 no. Willow and remove deadwood from 1 no. Sycamore – Trees in a Conservation Area at Oak House, 5 Fox Garth, YO26 6LP.

23/299– TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
No further report was given.

23/300 – TO NOTE CORRESPONDENCE
The Clerk reported that all items of correspondence relating to planning had been emailed to Cllrs.

23/301 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular meeting would be held at 7.00pm in the Poppleton Centre on Monday 15 January 2024.
