MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.30 PM ON MONDAY, 20 JANUARY 2025

PRESENT
Cllr. S P Barry (Chairman), Cllrs. G R M Bates, R A Harper, J A Hook, E M Jones, C J Lamb and A G Walker. Also present were seven members of the public and the Clerk, Mr B J W Mackman.

AGENDA

25/010 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

25/011 – PUBLIC PARTICIPATION
Representatives from the organisations requesting grants for 2025-26 addressed the Councillors on their respective grant claims.

25/012 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
All Cllrs. being present there were no apologies.

25/013 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
None.

25/014 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 18 NOVEMBER 2024
The minutes of the Parish Council meeting held on 18 November 2024, having been circulated prior to the meeting, were approved and signed.

25/015 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Councillor Hook reported that: –
• Arrangements are being made for a holding a Ward Committee meeting.
• The City Council has approved the introduction of traffic controls in Black Dyke Lane.

25/016 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING:
(a) Removing the mud from the footpath between Main Street and Riversvale Drive (Min. 24/300a) – (February 2024)
Cllr. Harper reported that the problem has been resolved.

(b) A request for a seat by the War Memorial facing the River Ouse. (Min. 24/300b) – (June 2024)
It was noted that the seat has been installed.

(c) The placing of a seat in front of the pond (Min. 24/300d) – (September 2024)
Not having heard from the potential doner the Clerk is to send her a letter. (Action Clerk)

(d) Repairing the footpath through Warren Lea (Min. 24/302b) – (October 2024)
It was noted that The Conservation Volunteers had repaired the footpath.

25/017– FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 20 January 2025. The report reflected the receipts and payments below. The bank balances on 20 January were: –

(c) To receive a report on income received

Hessay PC Stationery contribution – 2024 £20.00

(d) To agree to pay a proportion of the Clerk’s SLCC subscription (£104.99)
This was agreed.

(e) To agree to pay the £200 balance of the 2024-25 grant to Poppleton Youth Club
This was agreed.

(f) To agree to pay UPPC £475 towards the cost of the Remembrance Day Service
This was agreed.

(g) To agree to pay UPPC £175 being half the annual fee for the maintenance of the website
This was agreed.

(h) To consider a request from Upper Poppleton Parish Council for a grant of £9,000 towards the resurfacing of the Lord Collingwood car park the cost of which is estimated to be £30,000
After due consideration the Cllrs. agreed to this request. They also agreed that next year Upper Poppleton PC would be asked for a contribution for resurfacing the Parish Council land at the end of Church Lane which is used as a car park.

(i) To consider requests for grants for 2025-2026 from: –
i. Millennium Green Trust (£1,250)
This was agreed.

ii. Moat Fields Management Group (£1,000)
This was agreed.

iii. Poppleton Community Trust (£8,107.50)
Following an address by the Trust when Cllrs. were informed of the grants that the Trust had received for the improvements to the Centre it was resolved to give a grant of £5,000 in 2025-26.

iv. Poppleton Luncheon Club (£100)
This was agreed.

v. Poppleton Under Fives (£1,500)
This was agreed.

vi. Poppleton Youth Club (£2,400)
This was agreed.

vii. St Everilda’s Church towards the cost of cutting the grass in the churchyard (£2,000)
This was agreed.

(j) To agree the Budget for 2025-2026 and set the precept
The Councillors considered the draft budget presented by the Clerk. The Cllrs. having agreed to the request from Upper Poppleton Parish Council for funds for resurfacing the Lord Collingwood car park agreed to increase the precept for 2025-26 to £37,000.

25/018 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
No news on this subject.

(b) The management of Warren Lea
As mentioned in 25/016(d) above the footpath has been repaired.

(c) The management of the Common Land including the rectification of the damage to the riverbank next to Saxe Dane Lodge
Cllr. Bates and the Clerk will meet the contractors on site when the weather improves. (Action Cllr. Bates & Clerk)

(d) Allerton Drive garden
No news on this subject.

(e) The Moat Fields
It was noted that the sycamores bordering the Millennium Green are suffering from disease and will have to be felled.

(f) The Cartsheds
No report.

(g) The Wildlife Area
No report.

25/019 – TO CONSIDER COUNCILLOR AND CLERK TRAINING
Details of YLCA courses are circulated to Councillors on a regular basis. It was agreed that none of the forthcoming courses were required.

25/020- TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
A letter from a resident who was complaining about cars being parked on the pavement in Hutton Close was discussed. It was agreed that the Parish Council would take no action. The Clerk is to inform the resident that they should report the problem to the authorities. (Action Clerk)

25/021 – TO CONSIDER A REQUEST FROM THE CHARITY LANDS AND UNKNOWN DONORS DOLE OF NETHER POPPLETON TO RATIFY CHANGES IN TRUSTEES.
The Clerk reported that the Charity needs to have Parish Council approval for changes to its trustees. The Cllrs. approved the changes. The Clerk is to inform the Charity. (Action Clerk)

25/022- TO DISCUSS THE PROGRESS IN CREATING ONE PARISH COUNCIL FOR POPPLETON
It was reported that a new email has been prepared by Cllr. Lawrence which will be sent to CYC officials, councillors and the local MP. The draft email is currently with YLCA for comment. The plan is to send it before the end of January.

25/023– TO RECEIVE REPORTS ON/FROM
(a) Joint Biodiversity Working Group
It was noted that there have been seven responses to the article in Centrepiece.

(b) Poppleton Community Trust
Cllr. Walker reported on the Trust meeting held on 16 January.

(c) Trees Working Group
Cllr. Harper reported that he has been discussing possible tree locations with Andrew Green.

(d) VE Day celebration Group
It was reported that there had been a meeting of the group in November and that the next meeting will be this January.

(e) Village policing
Prior to the meeting the Clerk had forwarded the incidents reported to the police for November and December. The reports were noted.

(f) YLCA York Branch
No report.

(g) Youth Club
It was reported that about 25 youths are attending the Club on a Friday.

(h) Any other meeting
None.
