NETHER POPPLETON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.30 PM ON MONDAY, 20 MARCH 2023
PRESENT
Cllr. S P Barry (Chairman), Cllrs. G R M Bates, R A Harper, J A Hook, E M Jones, C J Lamb and C D Steward. Also present was the Clerk, Mr B J W Mackman.

23/068 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

23/069 – PUBLIC PARTICIPATION
None.

23/070 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
All Cllrs being present there were no apologies.

23/071 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE

23/072 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 20 FEBRUARY 2023
The minutes of the Parish Council meeting held on 20 February 2023, having been circulated prior to the meeting, were approved and signed.

23/073 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Cllr. Anne Hook reported that: –
• There are plans to resurface the A1237/A19 roundabout in May
• There are plans to resurface the cycle path on the A1237 bridge in May
• The A59 Park & Ride will re-open on 1 April 2023
23/074 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING: –
(a) Making the Long Ridge Lane/Millfield Lane junction more cycle friendly (Min. 23/074a)
Still no news on this subject. City Cllr. Anne Hook reported that she is waiting for a response from the City Council. (Action Cllr. Hook)

23/075– FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 20 March 2023. The report reflected the receipts and payments below. The bank balances on 20 March were: –

23/076 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
No report on this subject.
(b) The management of Warren
No report on this subject other than that the daffodils are coming through.
(c) The management of the Common Land
No news on this subject.
(d) Allerton Drive Garden
No news on this subject.
(e) The Moat Fields
No news on this subject.
(f) The Cartsheds including progress on the trench drain and the cracks in the end wall
The Clerk reported that he had received a quotation for inspecting the drain into the pond with a camera. It was resolved to accept the quotation and commission the work. (Action Clerk)
(g) The Wildlife Area including considering signage for the Church Lane Duck Pond
Owing to holidays the Wildlife Trustees have yet to be asked for their opinion before a sign is commissioned. (Action Cllr. Jones & Clerk)
(h) To approve the wording for the sign for St Everilda’s church wall
It was agreed that the wording should say “Vehicles parked at owners risk” as per the sign.
It was agreed that the Parish Council would purchase the sign for St Everilda’s Church to put on the wall where they think best. (Action Clerk)

23/077- TO CONSIDER COUNCILLOR AND CLERK TRAINING
Councillors had considered the courses on offer by the YLCA but agreed that none were currently relevant to the Parish Council.

23/078 – TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
(a) To discuss proposals for tree planting in the village
No news on this subject.
(b) Other reports
None.

23/079- TO DISCUSS THE SUBJECT OF ONE PARISH COUNCIL FOR POPPLETON
The Chairman reported that he was still waiting for the YLCA to respond to questions raised by the working group.

23/080 – TO CONSIDER ACTION TO BE TAKEN TO PREVENT CARS BEING PARKED AT THE END OF EBOR WAY IN ORDER TO ENABLE SAFE PASSAGE FOR PEDESTRIANS AND VEHICLES.
It was agreed that a letter be written to Honey Pots Nursery at Dodsworth Hall to ask that staff cars not be parked in Ebor Way and suggesting that Hillcrest Avenue or the car park at the end of Church Lane be used instead. (Action Clerk)

23/081 – TO RECEIVE REPORTS ON/FROM
(a) King Charles Coronation on 6 May 2023
Cllr. Jones gave an update on the preparations for the Coronation activities on Upper Poppleton Green.
(b) Poppleton Community Trust
Cllr. Bates reported on the recent meeting of the Trust when plans for the enlargement of the Centre were discussed.
(c) Trees Working Group
No news to report on this subject.
(d) Village policing
Prior to the meeting the Clerk had forwarded the incidents reported to the police for February 2023. The report was noted.
(e) YLCA York Branch
No news to report on this subject.
(f) Youth Club
No news to report on this subject.
(g) Any other meeting
Cllr. Jones reported on a meeting had taken place to look at the proposed map modifications with Janet Hopton, a previous ward and parish councillor, who had a great deal of experience of Green Belt boundaries and local open space designation . A response had been sent to CYC.

It was agreed that the next meeting would be held at 8.00pm in the Poppleton Centre on Monday 17 April 2023. It will be preceded by the Annual Parish Meeting.

There being no other business the meeting was formally closed at 8.45pm.
