MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00PM ON MONDAY, 18 MARCH 2024
PRESENT: – Cllr. E M Jones (Chairman), Cllrs. G R M Bates, R A Harper, J A Hook, and C J Lamb. Also present were two members of the public and the Clerk, Mr B J W Mackman.

24/058 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS

24/060 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies for absence had been received from Cllr Barry.

Councillor Barry’s reason for absence was approved.

24/062 – TO CONFIRM THE MINUTES OF THE PLANNING MEETING HELD ON 19 FEBRUARY 2024
The minutes of the Parish Council Planning meeting held on 19 February, having been circulated prior to the meeting, were approved, and signed.

Ref: 24/00054/FUL – Landscaping amendments to front elevation (retrospective) at Minstergate Hull Limited Great North Way, YO26 6RB.
The Parish Council decision was C
The original conditions for the layout of this plot included a green infrastructure to the area to keep the ambience and rural feel to the area. The land outside the plot was Council land which has now been taken into the curtilage of the plot. The replanting is welcomed. There is also restriction on parking cars on the green verge of this and the other car plots on this estate. It should therefore be made clear to this owner/developer that a condition of the land use is that no cars are parked at any time on the green verge as per PNP 2 of the Neighbourhood Plan.

Ref: 24/00228/TCA – Fell 3no. Conifers and 2no. (dead) Holly trees in rear garden – trees in a conservation area at Priory House 2 Main Street, YO26 6HS.
The Parish Council decision was C.
To safeguard the Green Infrastructure of the village as per PNP2 of the Neighbourhood Plan the trees need to be inspected to ensure that healthy trees are not destroyed.
The Parish Council would like to see trees replaced within the property to maintain the Green Infrastructure and support bird life in the area.

Ref: 24/00236/FUL – Two-storey side extension, single-storey rear extension, porch to front and erection of detached store to front (resubmission) at 7 Kyle Way,YO26 6RH.

Ref: 24/00244/TCA – 30% crown reduction of 5no. Conifers (front garden) – trees in a conservation area 32 Church Lane, YO26 6LB.

Ref: 24/00372/TCNOT – Notification under section 5 of The Electronic Communications Code (Conditions and Restrictions) Regulations 2003 for the following equipment: removal of 3no. antennas and replacement with 6no. antennas. Further installation of 6no. RRUs, installed onto existing lattice tower. All other works within existing equipment room.

Ref: 24/00379/TCA – Fell 1no. Conifer – tree in a conservation area at Somercote Main Street, YO26 6HS.

Ref 24/00159/FUL Installation of electrically operated gate with adjoining post and rail fence to the front, new brick walls to form bin store, installation of CCTV cameras on site, new internal opening stable building with timber panel door and landscaping amendments (retrospective) at Model Farm Barn, The Green YO26 6DP
The Parish Council supported UPPC decision of D on this planning application. NPPC would add that the village green of Poppleton is a much used and much valued green space to the whole village and the removal of the boundary wall has been a great loss of the character and setting of this village are. It is important that the wall that was the original boundary is replaced with a similarly structured wall with the right aged of bricks and mortar to maintain appearance of the grade 2 listed farm buildings.

It was noted that the Local Planning Authority had approved the following applications –
• Ref: 23/02330/FUL – Single-storey rear extension, refurbishment of existing dormer windows, removal of 1no. chimney stack and replacement windows throughout following demolition of garage and conservatory at 2 Hillcrest Avenue, YO26 6LD.

• Ref: 24/00028/TCA – Fell 1 no. Sweet Chestnut and re-pollard 1 no. Bramley Apple – trees in a conservation area at 4 Wilson Cottages, Church Lane, YO26 6LQ.
It was noted that the following application had been withdrawn –

• Ref: 22/02344/OUTM – Outline application for residential development of up to 70no. dwellings and associated infrastructure with all matters reserved except access at Atkiro Oaktree Nursery, Boroughbridge Road, Upper Poppleton, YO26 6QB.

24/064 – TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
Cllr Harper gave a report on the progress of the documentation that he as prepared. It was agreed that the documentation would be copied and laminated for display purposes. It was agreed that the photos and details would be printed in a hard covered 3 book format. This would allow a copy for UPPC, NPPC and the library. This would allow full parish participation and would help to progress the next steps of getting buildings and areas onto the York List which was the aim of the group originally.

24/065 – TO NOTE CORRESPONDENCE RECEIVED
Cllr Jones reported that there was a revised planning application for 3 Nursery Road but that it had not yet appeared on the City Council website.

24/066 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular planning meeting would be held at 7.00pm in the Poppleton Centre on Monday 15 April 2024.
