MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00 PM ON MONDAY, 20 FEBRUARY 2023
PRESENT: – Cllrs. E M Jones (Chairman), S P Barry, G R M Bates, C Lamb J A Hook, C J Lamb and C D Steward. Also in attendance was the Clerk, Mr B J W Mackman.

The minutes of the Parish Council Planning meeting held on 16 January 2023, having been circulated prior to the meeting, were approved, and signed.

It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 22/02363/FUL – Single-storey front extension, bay window to front, replacement windows and roof covering, new render and refacing to front elevation at 5 Easthorpe Drive, YO26 6NU.

• Ref: 22/02555/FUL – First floor side extension and single-storey rear extension with 2no. rooflights to front after demolition of existing conservatory at 70 Allerton Drive, YO26 6NP
• Ref: 23/00023/TCA – Fell 1no. Eucalyptus tree in a Conservation Area at Blossom House, 8 Church Lane, YO26 6LB.
It was noted that the following application had been withdrawn: –
• Ref: 22/02248/FUL – Single and two storey rear extension, single storey outbuilding and detached garage to rear after demolition of outbuildings at Town Farmhouse, 25 Church Lane, YO26 6LF.
23/036 TO RECEIVE A REPORT REGARDING PROPOSED CHANGES TO CHANTRY GREEN IN UPPER POPPLETON.
Cllr Jones displayed on the screen the proposal for the changes to Chantry Green in Upper Poppleton. It was explained that although not within the Parish Boundary of Nether Poppleton the impact would be village wide. Councillors expressed concerns for the health and safety aspects of the proposal. They indicated the issues that arise with vermin and cited the incident at the Nether Poppleton Parish Pond where the vermin had eaten all the baby ducklings last year.
23/037 TO RECEIVE A REPORT AND DISCUSS THE CONTENTS OF A DRAFT LETTER TO CYC CONCERNING POTENTIAL DEVELOPMENT TO BLAIRGOWRIE AND THE IMPACT ON THE NEIGHBOURHOOD PLAN POLICIES.
The Parish Councillors noted that Blairgowrie had a particular policy in the Neighbourhood Plan relating to development within the site. The development of buildings should be on the footprint of the previous buildings only. It is understood that a site visit is due on 1 March with Upper Poppleton Parish Councillors and an architect.
23/038– TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
Cllr Harper was not at the meeting so no further progress was noted.
23/039 – TO NOTE CORRESPONDENCE
The Clerk had previously circulated a series of correspondence relating to planning issues.
23/040 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular meeting would be held at 7.00pm in the Poppleton Centre on Monday 20 March 2023.
