NETHER POPPLETON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.30 PM ON MONDAY, 20 FEBRUARY 2023
PRESENT
Cllr. S P Barry (Chairman), Cllrs. G R M Bates, J A Hook, E M Jones, C J Lamb and C D Steward. Also present was one member of the public and the Clerk, Mr B J W Mackman.

23/041 – TO RECEIVE DECLARATIONS OF DISCLOSABLE PECUNIARY INTEREST (NOT PREVIOUSLY DECLARED) ON ANY MATTERS OF BUSINESS
None.

23/042 – PUBLIC PARTICIPATION
A representative from the St Everilda’s Church addressed the Councillors on the subjects of this year’s grant claim and the need for signage on the churchyard wall regarding parking and the problems with the trees.

23/043 – TO RECEIVE APOLOGIES FOR ABSENCE GIVEN IN ADVANCE OF THE MEETING
Apologies were received from Cllr. R A Harper.

23/044 – TO CONSIDER THE APPROVAL OF REASONS GIVEN FOR ABSENCE
Cllr. Harper’s reason for absence was approved.

23/045 – TO CONFIRM THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 16 JANUARY 2023
The minutes of the Parish Council meeting held on 16 January 2023, having been circulated prior to the meeting, were approved and signed.

23/046 – TO RECEIVE A REPORT FROM A CITY OF YORK COUNCILLOR
City Cllr. Anne Hook reported that the planning application for the erection of a telecommunications mast in the A59 Park & Ride had been refused by the City Council.

23/047 – TO RECEIVE THE CLERK’S REPORT ON PROGRESS ON THE FOLLOWING: –
(a) Making the Long Ridge Lane/Millfield Lane junction more cycle friendly (Min. 23/016a)
Still no news on this subject. City Cllr. Anne Hook reported that she is waiting for a response from the City Council. (Action Cllr. Hook)
(b) Removal of the barriers at each end of the footpath between Millfield Lane and Hillcrest Avenue (Min. 23/016b)
It was noted that the barriers have been removed.
(c) Repairs to the book exchange by the Millennium Green gate (Min. 23/016c)
It was reported that the book exchange has now been rebuilt and is back on site.
(d) Moat Fields gate (Min. 23/018e)
It was noted that the new gate to replace the one damaged by the vehicle has been installed.

(e) The Nether Poppleton Queen Elizabeth II Platinum Jubilee Award (Min. 23/22)
The vase to be presented to Janet Hopton, the recipient of this year’s award, was shown to the Cllrs.

23/048– FINANCE
(a) Financial Report
The Clerk had circulated a detailed report showing the actual income and expenditure for the year for the period to 20 February 2023. The report reflected the receipts and payments below. The bank balances on 20 February were: –

It was agreed to re-appoint Linda Cariss as the Parish Council’s internal auditor.
(e) To consider releasing the £5,000 provided in this year’s budget for the Poppleton Community Trust
This was agreed.
(f) To consider releasing the £1,010 provided in this year’s budget for work in carried out in St Everilda’s Churchyard
This was agreed.

23/049 – PARISH COUNCIL LAND – TO RECEIVE PROGRESS REPORTS AND MAKE APPROPRIATE DECISIONS ON
(a) Grass cutting.
No report on this subject.

(b) The management of Warren
It was noted that the Conservation Volunteers had renewed the steps in the Lea and removed the branches hanging over the path through the Lea.
(c) The management of the Common Land
No news on this subject.
(d) Allerton Drive Garden
No news on this subject.
(e) The Moat Fields
No news on this subject.
(f) The Cartsheds including progress on the trench drain and the cracks in the end wall
The Clerk reported that he had emailed Philliskirk who the Parish Council last used to inspect a drain with a camera but had not yet received a response. The Clerk is to pursue this and also ask Dynorod for a quote. (Action Clerk)
(g) The Wildlife Area including considering signage for the Church Lane Duck Pond
There was a discussion as to the wording of the sign and it was resolved that the Wildlife Trustees be asked for their opinion before a sign was commissioned. (Action Cllr. Jones & Clerk)
(h) To consider a request from St Everilda’s Church to approve the erection of three signs in front of the church wall
The request for three signs was discussed and it was agreed that just one sign should suffice and that the wording should be the same as that on the sign in the car park adjacent to the Lord Collingwood. (Action Clerk)

23/050- TO CONSIDER COUNCILLOR AND CLERK TRAINING
Councillors had considered the courses on offer by the YLCA but agreed that none were currently relevant to the Parish Council

23/051 – TO CONSIDER MATTERS RELATING TO HIGHWAYS, FOOTPATHS & LAMPPOSTS
(a) To discuss proposals for tree planting in the village
No news on this subject.
(b) Other reports

23/052- TO DISCUSS THE REPORT OF THE ONE PARISH COUNCIL FOR POPPLETON WORKING PARTY
Cllr. Barry reported on the meeting with Upper Poppleton Parish Cllrs. It was agreed to progress with grouping the two Parish Council and it was felt that there should be an equal number of Cllrs. from the former Parishes to ensure balance.

23/053 – TO RECEIVE REPORTS ON/FROM
(a) King Charles Coronation on 6 May 2023
Cllr. Jones gave details of the preparations for the Coronation activities on Upper Poppleton Green. The Cllrs. agreed which songs and anthems should appear on the song sheet.

(c) Trees Working Group
No news to report on this subject.
(d) Village policing
Prior to the meeting the Clerk had forwarded the incidents reported to the police for December 2022 and January 2023. The reports were noted.
(e) YLCA York Branch
Cllr. Jones reported on a Zoom meeting when it was noted that the City Council’s Monitoring Officer had decreed that Parish Clerks would have no responsibility for giving out and posting nomination literature for the elections in May.
(f) Youth Club
Cllr. Hook reported that fifty youths are attending the Youth Club.
(g) Any other meeting
Cllr. Jones reported that there will be a Haxby Group meeting at the Haxby & Wigginton Health Centre on 2nd March.

23/056 – TO CONSIDER MINOR MATTERS
(a) Cllr. Lamb reported that the presence of the bollards in front of the Allerton Drive shops prevents wheelchairs from being unloaded from the backs of vehicles . It was suggested that the area in front of the gable end of the shops could be designated as a disabled parking area.
(b) Cllr. Hook showed photographs of cars parked at the Millfield Lane end of Ebor Way. The cars were parked over the verge and footpath so that they made it impossible for pedestrians to pass and they were having to walk on the road to get past.
(c) The plaque to commemorate John Craven which is to be fixed to one of the seats by the pond was shown to the Cllrs.

23/057 – TO CONSIDER NEW ITEMS FOR THE NEXT AGENDA
To consider action to be taken to prevent cars being parked at the end of Ebor Way in order to enable safe passage for pedestrians and vehicles.

23/058 – TO AGREE THE DATE OF NEXT MEETING AS MONDAY 20 MARCH 2023
It was agreed that the next meeting would be held at 7.30pm in the Poppleton Centre on Monday 20 March 2023.

There being no other business the meeting was formally closed at 9.19pm.
