The minutes of the Parish Council Planning meeting held on 18 September, having been circulated prior to the meeting, were approved and signed.

Ref: 23/01704/FUL – Construction of 2no. dwellings on land to the rear of Model Farm following demolition of Nissen Huts with associated access, landscaping and parking and restoration of existing pole barn at Model Farm House, The Green, YO26 6DP.
The Parish Council Decision was D. A full 10-page document was sent on behalf of the Parish Council and the Neighbourhood Plan Committee.

Ref: – 23/01769/TCA – Fell 1 no. Eucalyptus – tree in a conservation area at 5 Church Lane, YO26 6LB.
The Parish Council decision was C. There is no objection to the eucalyptus tree being removed as it is not a native species. The Parish Council would like to see a replacement of a native tree to UK or Shrub as a tree might obscure the exit for the vehicle driver.
Ref: 23/01784/FUL – Installation of Portacabin with associated concrete foundation works, and foundations works for relocated metal container at Transformer Station Millfield Lane To Transformer Station.

It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 23/00177/FUL – Change of use from dwelling (use class C3) to House in Multiple Occupation (use class C4) – retrospective at 7 Kyle Way, YO26 6RH.
• Ref: 23/00989/FUL – Partial change of use to childcare with creation of outdoor play area at Agility Parks, London Ebor Business Park, Millfield Lane.
• Ref: 23/01476/FUL – Single- storey side and rear extension and dormer to rear at 40 Millfield Lane, YO26 6NF.
23/271– TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
It was agreed that this should be removed from the planning agenda temporarily till a final decision on the combining of the two parish councils is approved.
23/272 – TO NOTE CORRESPONDENCE
The Clerk had distributed an email communication indicating that there was a serious accident to a member of the public caused a portaloo blocking part of the pavement in Church Lane. The member of the public received hospital treatment for his injuries. It was agreed that the appropriate department of the City of York Council would be informed of the incident and the photos of the injuries to the member of the public. Cllrs. Hook and Jones have been in contact with the member of the public and the Clerk responded to the email.
23/273 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular meeting would be held at 7.00pm in the Poppleton Centre on Monday 20 November 2023.
