MINUTES OF THE PARISH COUNCIL PLANNING MEETING HELD IN THE POPPLETON CENTRE, UPPER POPPLETON, AT 7.00 PM ON MONDAY, 20 MARCH 2023

PRESENT: – Cllrs. E M Jones (Chairman), S P Barry, G R M Bates, R A Harper, J A Hook, C J Lamb and C D Steward. Also in attendance was the Clerk, Mr B J W Mackman.

The minutes of the Parish Council Planning meeting held on 20 February 2023, having been circulated prior to the meeting, were approved, and signed.

Ref: 22/02602/FUL – Alterations to car park and landscaping – retrospective Minstergate Hull Limited, Great North Way, YO26 6RB.
The Parish Council decision was C. It was considered that the compliance with planting new vegetation was welcome to soften the landscape. It was also felt that now that the site has been increased by encroachment on to the verge no car parking or displaying of cars should be allowed on the grass verge outside the line of the property.
Ref: 23/00448/FUL – Installation of air source heat pump to side of previously approved application 22/01652/FUL at 54 Millfield Lane, YO26 6ND.

(b) To note Local Authority Planning Decisions
It was noted that the Local Planning Authority had approved the following applications: –
• Ref: 22/02243/FUL – Erection of 1no. dwelling (revised scheme) at The Lord Nelson 9 Main Street, YO26 6HS
• Ref: 22/02308/FUL – Single storey rear extension and two storey side extension following demolition of attached garage and conservatory at 30 Nursery Road, YO26 6NN
• Ref: 22/02486/FUL – Single-storey rear extension following demolition of existing conservatory at 17 Millfield Lane, YO26 6NE.

It was noted that the Local Planning Authority had refused the following applications: –
• Ref: 22/00266/FUL – Erection of 36m lattice mast, storage container, and 2.4m high palisade fence enclosure at Electricity Sub Station, Poppleton Bar Park and Ride, Northfield Lane.
• Ref: 22/02184/FUL – Loft conversion with dormer and 2no. rooflights to rear at 4 Church Lane YO26 6LB.

(c) To receive a report from a meeting with CYC planners
Cllrs. Hook and Jones together with Mrs Janet Hopton, a former Parish and Ward Councillor, met with officers of the strategic planning office to discuss the proposed Map Modifications in the latest round of consultations on the new Local Plan. A history of the Blairgowrie area and previous proposed planning applications was circulated to the Parish Councillors. The Green Belt boundaries around Poppleton were discussed together with the latest map modification. It was resolved to send a letter to the City Council Planning department with comments that were going to be sent to the Inspector through the channels of communication that are open.

23/065– TO RECEIVE A REPORT FROM THE LISTED BUILDINGS WORKING GROUP
Cllr. Harper informed the council that he was still waiting for a response from Historic England regarding the listing of buildings.

23/066 – TO NOTE CORRESPONDENCE
The Clerk had previously circulated a series of correspondence relating to planning issues.

23/067 – TO AGREE THE DATE OF THE NEXT MEETING
It was agreed that the next regular meeting would be held at 7.30pm in the Poppleton Centre on Monday 15 April 2023.
